The minimum specific experience as a Prime contractor in the design/construction/ major maintenance/rehabilitation (major maintenance or strengthening, replacement of cables/bearings/expansion joints etc.) of Extradosed/Cable-Stayed/Suspension Bridge (anywhere in the world) in a single contract of similar nature, complexity and methods/construction technology successfully completed within the last 10 (Ten) years with a value of at least Tk. 50.00 (Fifty point zero zero) Crore. [years counting backward from the date of publication of IFT in the newspaper].

Note: (1) The Work certificate(s) shall clearly state: (a) Name of work (b) Name of the contractor/sub-contractor(s). (c) Location of the Work. (d) Date of signing the Contract. (e) Time for Completion of the Work as per Contract Agreement (f) Value of the Work as per contract agreement. (g) Value of the Work done after Completion. (h) Date of Actual Completion. (i) The tenderer or proposed sub-contractor(s) [if applicable] must submit with the tender the above-mentioned work certificate(s) from the concerned Executive Engineer or Project Manager or Project Director or appropriate authority.

(2) Any documents submitted by the Tenderer for establishing general or specific experience that are originally issued in a language other than English/Bangla must be accompanied by a formal translation. The translated document must be authenticated or legalized by the Embassy or Consulate of Bangladesh in the issuing country (or by the Embassy/Consulate/High Commission of that country in Bangladesh). The authentication stamps or certificates from the Embassy must explicitly verify the content of the documents in English. 

(3) The Tenderer shall maintain the highest ethical standards in providing information regarding the tender. If corrupt, fraudulent, collusive, coercive, or obstructive practices of any kind are determined against any Tenderer, measures shall be taken in accordance with ITT Clause 4 of the Standard Tender Document.

 Note 1: In case of JV tender capacity requirement for leading partner shall be minimum 40% and for other partners shall be minimum 25%.

The following formulae shall be used to calculate the Tender Capacity

Assessed Tender Capacity = (A*N*1.25-B)

Where

A=Maximum value of Works performed in any one year during last five years

N= Completion time of the proposed work in years

B= Value of Existing commitments and works to be completed during the next N Years

For Tenders where the package contains more than one (1) Lot, this qualification requirement shall be mentioned separately for each lot in the package.

Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one)

Note: Any documents submitted by the Tenderer for demonstrating Tender Capacity that are originally issued in a language other than English/Bangla must be accompanied by a formal translation. The translated document must be authenticated or legalized by the Embassy or Consulate of Bangladesh in the issuing country (or by the Embassy/Consulate/High Commission of that country in Bangladesh). A Construction Project Manager, Engineer, and other key staff shall have the following qualifications and experience supported by CVs following the Form PW3-5.

The translated document must be authenticated or legalized by the Embassy or Consulate of Bangladesh in the issuing country (or by the Embassy/Consulate/High Commission of that country in Bangladesh). Tenderers shall own or have proven access to hire or lease of the major construction equipment, in full working order as follows:

* The tenderer shall have their own Lifting Crane (Capacity-25 MT) In that case they have to submit ownership documents. If the tenderers do not have their own Lifting Crane (Capacity-25 MT) they may hire it from any other source; But then the tenderers have to submit the contractual agreement to hire or lease of the Lifting Crane (Capacity-25 MT) in non-judicial stamp affidavit by the notary public. The hire or lease agreement shall clearly mention the name of the work and tender ID. 

Note: Any documents submitted by the Tenderer for establishing Equipment Capacity that are originally issued in a language other than English/Bangla must be accompanied by a formal translation. The translated document must be authenticated or legalized by the Embassy or Consulate of Bangladesh in the issuing country (or by the Embassy/Consulate/High Commission of that country in Bangladesh). The authentication stamps or certificates from the Embassy must explicitly verify the content of the documents in English.

Tenderers shall own or have proven access to hire or lease of the major construction equipment, in full working order as follows:

All tenderers except Israel who have registered in e-GP system may participate in the tender provided that they fulfill the criteria as stated in Tender Document. The following conditions shall be considered:
1. The Tenders shall be evaluated in the e-GP system with the help of necessary database (If Required).
2. Tenderers are requested to submit only necessary documents to qualify for eligibility criteria. They are discouraged to submit unnecessary additional documents.
3.The tender will be evaluated as per submitted documents. If any dissimilarity found in documents submitted by tenderers at any stage of evaluation process, the tenderers will be considered non Responsive.
4.  All documents submitted by the Tenderer that are originally issued in a language other than English/Bangla must be accompanied by a formal translation. The translated document must be authenticated or legalized by the Embassy or Consulate of Bangladesh in the issuing country (or by the Embassy/Consulate/High Commission of that country in Bangladesh). The authentication stamps or certificates from the Embassy must explicitly verify the content of the documents in English.
5. The tenderers are encouraged to submit yearwise payment list.
6.Tenderer will have to submit the calculated tender capacity along with Supporting documents .
7. If corrupt, fraudulent, collusive, coercive or obstructive practices of any kind are determined against any tenderer, then measures shall be taken as per ITT clause 4 of Standard Tender Document.
