[Determination of general experience shall be subject to factors like market situation, complexity, value and nature of procurement. For example, it may be three (3) years for common type of procurement; years counting backward from the date of publication of IFT in the newspaper.]

The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Subcontractor or Management Contractor shall be 5(Five) years. (Years shall be counted backward from the IFT publication date in the e-GPwebsite)

[state amount].

[The minimum ‘number’, ‘years’ and ‘value’ stated above will depend upon the market situation, complexity, value and nature of procurement., size and type of construction work. The Procuring Entity should make its own judgement based upon its experience in the sector and construction industry. For example, it could be one (1) contract of similar nature having contract price between 50% and 80% of the official cost estimate of the current tender, during the last three (3) years or five (5) years or ten (10) years or twenty(20) years considering any specific procurement requirements (whichever appropriate but it shall be mutually exclusive from the requirement of ITT 13.1(a)); years counting backward from the date of publication of IFT in the newspaper]

NOTE:

1. Years shall be counted backward from the IFT publication date in the e-GPwebsite

2. If a Tenderer submits a specific experience certificate which was completed by a JV:

(i) for non-divisible works:

To calculate the value of a specific experience [i.e., the financial portion of the specific experience], the Tenderer’s business share of the JV of the previous specific experience shall be considered.

However, the physical portion of the specific experience shall be wholly assigned to the Tenderers irrespective of their business share.

[ For example, if a Tenderer named ‘A’ submits a specific experience certificate of a 100 m bridge construction work amounting to 10 crore BDT completed by a joint venture of ‘A’ & another Tenderer ‘B’ (A-B JV) and the business share of ‘A’ & ‘B’ in ‘A-B JV’ is 51% and 49% respectively, the calculation of the specific experience will be:

The financial portion of the specific experience:

Tenderer ‘A’ = (10*0.51) crore BDT = 5.1 crore BDT

The physical portion of the specific experience:

Tenderer ‘A’ = 100 m bridge construction work (whole physical experience)]

(ii) for divisible works:

The specific experience shall be determined according to their assigned component(s)/activity(ies) described in the completion certificate.

[For example, if a Tenderer named ‘A’ submits a specific experience certificate of a 100 m bridge construction work amounting to 10 crore BDT completed by a joint venture of ‘A’ & another Tenderer ‘B’ (A-B JV) and the completion certificate describes that the works is divided between A & B as follows: A completed the superstructure valued BDT 6 crore and B completed the substructure valued BDT 4 crore. The calculation of the specific experience will be:

The financial portion of the specific experience:

Tenderer ‘A’ = 6 crore BDT

The physical portion of the specific experience:

Tenderer ‘A’ = The superstructure of 100 m bridge construction work]

TDS/PDS--C. Qualification Criteria--

The required average annual construction turnover under public sector shall be greater than Tk [insert amount] over the last [state number] financial years or best [state number] years in the last [state number] financial years.

[ the required average annual construction turnover is recommended to be equal to the estimated annual cash flow for the proposed Contract; however, the multiplier may vary from 0.4 to 0.75 the larger the Contract size the lesser the multiplier should be. The period may be best three (3) years in the last five (5) years or best five (5) years in the last ten (10) financial years]

Example:

Estimated Contract Price:                                     Tk 4 Cr.
Contract period:                                                    12 months
Estimated Annual Cash Flow:                              Tk 4 Cr.
Required average annual construction turnover: Tk 2 Cr., using a multiplier of 0.5.

[for Tenders where the package contains more than one (1) lot, this qualification requirements shall be mentioned separately for each lot in the package]

[The formula for setting the AACT is as follows:
AACT = E/N xF, where E=Official Cost Estimate, F = Multiflying Factor, (F=0.4-0.75 and N= Duration of Construction in years, (N≥1).]

The required average annual construction turnover i.e,. total certified payments received for contracts in progress or completed under public sector from respective procuring entity shall be greater than BDT 4,00,00,000.00 (Four Crore Taka) over the last 5 (five) years.

For Turnover calculation, Financial Year wise payment Certificate from Concerned PE is required.

2. If a Tenderer submits a payment certificate which was completed by a JV:

Value of construction turnover:

Tenderer ‘A’ = (10*0.51) crore BDT = 5.1 crore BDT]

TDS/PDS--C. Qualification Criteria--

The minimum capacity shall be: [60%-75% of the official cost estimate]

The following formulae shall be used to calculate the Tender Capacity

Assessed Tender Capacity = (A*N*1.25-B)

Where

A=Maximum value of Works performed in any one year during last five years
N= Completion time of the proposed work in years
B= Value of Existing commitments and works to be completed during the next N Years

For Tenders where the package contains more than one (1) Lot, this qualification requirement shall be mentioned separately for each lot in the package.

Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one)

Note 1: In case of JV tender capacity requirement for leading partner shall be minimum 40% and for other partners shall be minimum 25%

TDS/PDS--C. Qualification Criteria--

The minimum amount of financial resources as liquid asset or working capital or credit line(s) or specific credit commitment or in any combination of them, of the Tenderers shall be Tk [state amount]

[usually the required liquid asset is the equivalent of 2-6 months payment flow at the average construction rate (straight line distribution), accessible or available after considering the financial requirements of existing commitments. The actual period will depend on the speed with which the Procuring Entity will pay the Contractor’s monthly certificate, allowing time to prepare an invoice, for the Project Manager’s time to certify it, and at least one-month contingency for preparing the cheque a

making actual payment.

Example:

Contract Price: Tk 4 Cr.

Contract period: 12 months

Assuming work time: 1 month

Invoice period: 0.25 month

Certification Time: 0.25 month

Contingency Time: 0.5 month

Therefore, the minimum required liquid asset will be Tk 0.66 Cr., i.e. 2 months cash flow based on the above assumptions.]

[for Tenders where the package contains more than one (1) lot, this qualification requirements shall be mentioned separately for each lot in the package]
