Eligibility of Consultant :

1. Valid and updated Trade License,

2. Taxpayer Identification Number (TIN) Certificate, Updated Income Tax Certificate and VAT registration certificate

3. Registered and renewed license with the professional body of Service Provider (provider of service personnel) following Bangladesh Labor Rules, 2015

Brief Description of assignment :

Hiring Service Personnel (Computing Service, Office/ Job Assistant, Security Guard, Cleaner) through Outsourcing .

Experience, Resources and
delivery capacity required :

1. The minimum number of years of general experience of the Tenderer in contracting industries in public sector shall be 05 years.

2. The minimum specific experience as a Service Provider in providing service personnel of at least ONE contract (to comply with this requirement service contracts cited should be at least 70 percent complete) of similar nature and complexity completed over a period of 05 years with a value of at least of Tk 90 lakh shall be required.

3. The required average annual turnover of the Tenderer shall be at least of the amount of Tk 21 lakh over the last three financial years.

4. The minimum amount of financial resources as liquid asset or working capital or credit line(s) or specific credit commitment or in any combination of them, of the Tenderers shall be Tk 23 lakh

Other details (if applicable) :

The Tenderer shall submit with its Tender the following additional documents:

1. Satisfactory Performance certificate to be issued by the competent public authority for providing Service Personnel.

2. An undertaking of the Tenderer that within the contractual period if any service personnel fails to perform the contractual obligation, that very person(s) shall be replaced by the equivalent or better candidate

3.Statement of the capability to do banking transaction and financial solvency Certificate

4. Documentary evidence for qualification and experience of the proposed service personnel

5. The Service Provider shall submit Copy of National IDs/Birth Certificates of the proposed service personnel.

6. The Service Provider shall submit character certificates for all the proposed Service personnel. The character certificates shall be issued by the UP Chairman/Administrator and by the Mayor/ Administrator/Commissioner in case of Paurosova or City Corporation or by the gazetted officer of 9th grade or above.

7. The Tenderer shall submit all necessary documentary evidence in support of the qualification and experience and other eligibility criteria for the service personnel as stated against ITT 39.6
