Eligibility of Consultant :	Audit Firm enlisted with Bangladesh Bank; Registered with FRC. Must possess valid Trade License, VAT Registration, and TIN Certificate; Enlistment Certificate from ICAB (as a firm)’ Certificate from the Registrar of Joint Stock Companies and Firms Have at least five (05) years of experience in statutory audit services; Experience in conducting statutory audits of Banks, Financial Institutions, Government Organizations, Autonomous Bodies or other Public Sector Entities. Have no conflict of interest in accordance with the Public Procurement Act, 2006 and the Public Procurement Rules, 2025 (as amended).
Brief Description of assignment :	Bangladesh House Building Finance Corporation (BHBFC) intends to recruit Two (02) Audit Firms under the Selection under a Fixed Budget (SFB) method for conducting the statutory audit of the Corporation for the Financial Year 2025-2026 Jointly. Selected audit firms shall jointly conduct the audit of selected Branch Offices throughout the country. The selected firms shall submit a Joint Independent Auditor's Report and Joint Management Letter.
Experience, Resources and delivery capacity required :	• Experience in similar audit assignments. • Availability of qualified Chartered Accountants and experienced audit team. • Adequate audit managers, seniors and support staff. • Adequate office facilities and IT resources. • Capability to deploy sufficient audit teams simultaneously. • Ability to complete the assignment within stipulated time.
Other details (if applicable) :	Shortlisting will be carried out in accordance with the Public Procurement Act, 2006, the Public Procurement Rules, 2025 (as amended) and the applicable Standard Request for Expression of Interest (REOI). Selection Method: Selection under a Fixed Budget (SFB). Two (02) Audit Firms shall be shortlisted for selection under a single procurement process. Detailed Terms of Reference (TOR) and Request for Proposal (RFP) will be issued only to the shortlisted firms. Selected audit firms shall jointly conduct the audit of selected Branch Offices throughout the country.
