The Tenderer shall submit with its Tender the following additional documents:
1. Valid Trade License.
2. Valid TIN and BIN (VAT Registration) Certificate.
3. Latest Income Tax Return Acknowledgement/Tax Clearance Certificate.
4. Valid ABC Category Electrical Contractor and Supervisory License issued by the Electricity Licensing Board, Bangladesh.
5. Manufacturer's Authorization Letter for the proposed Lamp, DCU, and CMS.
6. Product Catalogues and Technical Datasheets for the proposed Lamp, DCU, and CMS.
7. Manufacturer's Warranty Certificate.
8. Manufacturer's Quality Assurance Certificate.
9. Manufacturer's Production Capacity Certificate.
10.Valid Product Certifications and Test Reports for the proposed Lamp, including, but not limited to: CE, RoHS, ENEC, ENEC+, CB, LM-79, LM-80, LM-82, LM-84, TM-21, IP66, IK09/IK10, IEC62471/62778, , 61643-11, ISO 9001, ISO 14001, DarkSky, CISPR15, Salt Spray Test Report.
11. The Tenderer shall duly complete the Technical Specifications and Compliance of Goods and Related Services form. Any ambiguity, variable values, or incomplete technical information may be treated as non-compliance.
12. The proposed smart lighting system shall support PLC-based smart control through a server using universal communication devices (e.g., DCU, LCU) for automation, monitoring, scheduling, dimming, and ON/OFF control of luminaires. The system shall be compatible with the existing DNCC CMS, or the Supplier shall provide a complete CMS solution with all necessary software, protocols, APIs, and hardware at no additional cost to DNCC.
13. The Supplier shall ensure successful installation, integration, testing, commissioning, training, migration (if required), and operation of the CMS. All related costs shall be deemed included in the Contract Price.
14. The Tenderer shall submit all necessary documentation demonstrating CMS compatibility, protocol access, interoperability, operation, maintenance, and future scalability of the proposed system.
15. The Manufacturer shall guarantee the availability of spare parts, software updates, firmware support, and technical support for a minimum of five (5) years after expiry of the warranty period.
Special Condition
16. The Manufacturer shall have an authorized local distributor/service partner in Bangladesh. The bidder shall submit (i) the Manufacturer's Authorization Letter, (ii) a Letter of Consent from the authorized local distributor/service partner, and (iii) a declaration confirming that the local distributor/service partner shall provide warranty and after-sales support throughout the warranty period in accordance with the tender requirements.
DNCC reserves the right to verify the authenticity of any document, certificate, authorization, or test report directly with the issuing authority or manufacturer at any stage of the procurement process. Any false, misleading, or unverifiable information may result in rejection of the Tender and other actions as permitted under the Public Procurement Act (PPA) and Public Procurement Rules (PPR).
