Labor Force: Capability to deploy skilled labor for headload carrying, safe unloading, and precise stacking up to 32 bags height without operational delays. 4. Experience Requirements Past Performance: A minimum of 3 years of overall logistics experience. Specific Experience: Successful completion of at least one carrying contract for similar tonnage (Fertilizer or Food grains) for 3 years. Proof must include copies of work orders and completion certificates. 5. Disqualification Criteria Debarment: Any firm blacklisted or debarred by BCIC, the Bangladesh Public Procurement Authority (BPPA), or other government agencies is ineligible. 1. Professional Experience General Experience: Minimum 3 years of active operation in transport, logistics, or C&F sectors within Bangladesh. Specific Experience: Successful completion of at least 1 similar contract moving bulk/bagged goods (fertilizer or grains) for 5 years. Minimum Value: The single contract must meet the specific financial threshold stated in the TDS. Evidence: Mandatory submission of official Work Orders and Completion Certificates from government or autonomous bodies. 2. Material & Human Resources Transport Fleet: Direct ownership or certified lease agreements for sufficient BRTA-registered, fitness-certified commercial trucks or covered vans. Transit Protection: Mandatory provision of heavy-duty, waterproof tarpaulins to protect urea from moisture and rain. Labor Strength: Adequate labor forces deployed at Sherpur for immediate, continuous unloading. Stacking Expertise: Skilled labor capable of safely stacking 50kg fertilizer bags up to 32 bags height inside the godown without collapse. 3. Financial Resources Liquid Assets: Proven availability of working capital, liquid assets, or credit lines to sustain fuel and labor costs before billing. Solvency: A recent Bank Solvency Certificate from a scheduled bank proving financial reliability. Transit Timeline: Ability to transport 10000 MT over long-distance routes within the strict delivery schedule. Loss Management: Systems to ensure zero product shortage, pilferage, or bag damage during loading, transit, and stacking.
1. Health, Safety & Product Integrity Moisture Protection: Urea is highly hydroscopic. Bidders must guarantee zero water contact during loading, transit, and unloading. Bag Handling: Strict restrictions on using sharp hooks during loading or unloading. Damaged bags must be re-stitched or replaced at the contractor's expense. Stacking Safety: The 32-bag high stacks must be perfectly aligned and stabilized using standard interlocking patterns to prevent collapse and ensure laborer safety. 2. Operational Obligations Route Clearance: The contractor must handle all highway tolls, weight bridge regulations, and local traffic management clearances independently. Lifting Deadlines: Failure to lift the allocated quantity within the factory deadlines (KAFCO/CUFL/DAPFCL) may lead to demurrage charges or cancellation of the specific allotment.
