Eligibility of Consultant:

  • The consulting firm shall be legally established and eligible to provide consulting services in accordance with the Public Procurement Act (PPA) 2006 and Public Procurement Rules (PPR) 2025.
  • The consulting firm shall not be under suspension or debarment by the Government of Bangladesh or IFAD.
  • The consulting firm shall have relevant experience and technical capacity to perform the assignment as specified in the Terms of Reference (TOR).
  • The cosulting firm shall have the eligibility declaration of the e-REOI document.
Brief Description of assignment :

The overarching aim of the assignment is to generate robust evidence and strategic insights on development outcomes, sustainability, institutional readiness, and future development opportunities in Kurigram District. The study will support PROVATi³ exit planning and sustainability consolidation while identifying lessons, priorities, and investment opportunities that can inform future development initiatives and climate-resilient growth in the district.

Experience, Resources and
delivery capacity required :

The assignment requires a qualified consulting firm or consortium with demonstrated experience in conducting internationally recognized impact studies in multi-sectoral development contexts using internationally accepted methodologies.

To ensure broad-based participation and a competitive selection process, national and international firms with relevant experience are encouraged to apply independently or through joint ventures/consortia. Firms with complementary expertise may associate to strengthen their qualifications.

Experience with assignments financed by multilateral or bilateral development partners (e.g. IFAD, World Bank, ADB, UN, and bilateral partners) will be considered an advantage. However, firms with strong technical capability, sound methodology, and proven experience in similar assignments will also be considered.

1. Institutional Experience

The firm should demonstrate:

  • General experience in providing consulting services
  • Specific experiecne: At least 10 years of similar experience in Development impact assessment, Sustainability and exit readiness analysis and Rural development, climate resilience, or similar sectors;
  • Financial soundness ;
  • Experience in climate-vulnerable contexts;
  • Regional experience preferably Bangladesh and South Asia; 
  • Staffing and logistics; and 
  • Availability of key experts. Key experts' qualifications will not be evaluated at
    the shortlisting stage.

 2. Management Competence

Firms’ ability to provide expertise, Quality Assurance Plan etc.

Interested consultants are requested to submit the following documents in support of their EOI:

  • Certificate of Incorporation/Registration and other relevant legal documents of the firm.
  • Joint Venture (JV) Agreement in the prescribed format (Schedule 12 of PPR 2025), or a Letter of Intent with the proposed JV Agreement (if applicable).
  • Firm profile/brochure, including organizational structure and staffing.
  • Audited financial statements for the last three (3) years, including turnover from consulting and other activities, profit and loss statement, assets and liabilities, together with the name, address, and website of the audit firm.
  • Evidence of similar consulting assignments completed during the last ten (10) years, including description of services, client name, contract value, duration, and satisfactory completion certificates or client references.
  • List of available key professionals relevant to the assignment.
  • Valid Trade License, TIN, VAT Registration Certificate, and latest Income Tax Return/Tax Clearance Certificate or acknowledgement receipt.
  • Consultants may associate with other firms to enhance their qualifications. The nature of the association shall be clearly indicated as a Joint Venture (JV) or Sub-consultancy. In the case of a JV, all partners shall be jointly and severally liable for the entire contract, if selected.
  • The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method following the Public Procurement Act 2006 (as amended) and the Public Procurement Rules 2025. The expected duration of the assignment is approximately 24 weeks.
