Eligibility of Tenderer :	Grounds for Non-Responsiveness of Tenders The tender submitted by the Tenderer shall be treated as 'Non-Responsive' due to the failure to submit any of the following mandatory eligibility and qualification documents: Valid Statutory Documents: Failure to submit an up-to-date Trade License, valid TIN certificate, and Mushak (VAT) registration certificate. Specific Experience: Lack of required specific or similar nature of experience as stipulated in the Tender Data Sheet (TDS). Average Annual Construction Turnover (AACT): Failure to submit acceptable AACT documentation in the form of official payment certificates. Financial Resources & Requirements: Non-compliance with the minimum financial requirements specified in the TDS: For Liquid Assets or Credit Lines: Failure to submit a formal sanction letter/credit commitment from a scheduled bank. For Working Capital: Failure to submit audited financial reports. Tender Capacity: Failure to submit information regarding 'Tender Capacity' strictly in accordance with the standard format provided in the Particular Conditions of Contract (PCC). Authenticity of Documents: Submission of any forged, fake, or false document will render the tender summarily 'Non-Responsive', and strict penal action will be taken against the concerned tenderer in accordance with the Public Procurement Act (PPA), 2006 and Public Procurement Rules (PPR), 2005 (including latest amendments).
