The Tenderer shall submit with its Tender the following additional documents:
1. The written confirmation authorizing the signatory of the Tender to commit the Tenderer
2. Updated 2026-27 financial year Groupwise e-Trade License of Similar works. [PPR-2025, Rule 66(ka)]
3. NID and citizenship certificate of the Proprietor/authorized signatory on company letter head Pad.
4. 13 digits BIN Certificate. [PPR-2025, Rule 66(kha)]
5. Last 3 (three) months Online VAT Return certificate, counting backward from the date of publication of IFT in the newspaper. [PPR-2025, Rule 66(kha)]
6. Online TIN certificate. [PPR-2025, Rule 66(kha)]
7. Income tax payment certificate and Acknowledgement Receipt for fiscal Year 2025-2026, signed by the concerned authority for proof of income tax certificate. [PPR 2025, Rule 65(2/ga)]
8. Update Drug License which will be valid for 30 June 2027 by DGDA. [Not Signed before 01.07.2026]. [PPR-2025, Rule 66]
9. Updated Chamber of Commerce Certificate and Bangladesh Medical Instruments & Hospital Equipment Dealers and Mfrs. Association Certificate with money deposit receipt. [PPR-2025, Rule 66 (gha/A)]
10. 02 (Two) Copies of attested Photo on company letter head Pad.
11. Attested Three Specimen Signatures by 1st Class gazette officer on company letter head Pad.
12. Bank Solvency Certificate and Last 06 (Six) Months Bank Statement Original Scan Copy, backward from the date of publication of IFT in the newspaper. [PPR-2025, Rule 66(umo/A)]
13. A non-judicial stamp of Tk. 300/- (three hundred) should be submitted by a Notary Public by 1st Class Magistrate in support of the legal capacity of the person concerned or his employee to enter into a contract with the buyer, stating that no restrictions have been imposed on his legal capacity by any court and stating that the company is not blacklisted anywhere including Trade License Number. (Not signed before 01.07.2026) [PPR-2025, Rule 65 (2/ja(e))]
14. Affidavit copy of proprietor’s ownership by 1st class magistrate on non-judicial stamp of Tk.300. (Not Signed before 01.07.2026) /In case of Limited Company must be submitted RJSC certificate. [PPR-2025, Rule 65(2/ca)]
15. Submission of last Three years Not Black list Litigation History counting backward from the date of publication of IFT in the newspaper through by notary public on non-judicial stamp of Tk. 300/- [PPR-2025, Rule 65(2/gha)]
16. An undertaking that no influence/lobbying/recommendation will be made by any eminent person/ persons for getting the job will have to be submitted through a non-judicial stamp of 300/- notary public.
17. A declaration to the effect that "all the documents submitted along with the tender are correct and no fake documents have been supplied" has to be submitted through a non-judicial stamp of 300/- notary public.
18. All bidders must type this pledge on a computer and submit it as an affidavit through a Notary Public on a non-judicial stamp of Tk. 300/- (three hundred). Otherwise, the tender will be considered canceled, As Per STD’s Section 1.E (34.1), the affidavit must be submitted to the Procuring Entity (PE) before the deadline for tender submission. (Attach the bidder's pledge from Drawing.)
19. Tenderer must submit previous Audit Report of 3 years from a reputed Audit Farm must be Last 2 Financial years DVC verified in e-GP System; otherwise, bidder considered as a nonresponsive by TEC. [PPR-2025, Rule 65(2/ja)]
20. Original Manufacturer's Authorization Letter in the specified format of e-GP. For each item in the group tender, the name of any single manufacturer, MRP and tenderer's rate should be quoted in the prescribed column of the price schedule. The MRP list of the manufacturing company must be attached to the tender and the price list of the medicine submitted in the MRP list must be marked with a marker pen in the attested copy price list. Medicine should be supplied in Red Green, Wrappers/foils/Seal. Price of medicine items above retail price (MRP) is not admissible.
21. The period of expiry of the drug to be at least 2 years from the date of issue of the work order.
22. This agreement will remain in force till 30 June 2027. Up to this time, the amount of work order will be given, the said goods will be bound to be delivered within the specified period, even if the contract period is extended up to three months in the public interest, an undertaking must be filed in its own pad.
23. Evaluation committee preserve the authority to declare null and void any tender proposal without mentioning any cause. Evaluation committee is not bound to accept lowest rate proposed. No tenderer is allowed to ask for any query in case of rejected tender proposal declaration in company pad.
24. If TEC want to examine all original Papers, Tenderer is bound to submit (GD Copy or photo copy not acceptable) and (Returnable). Otherwise, Tender will be rejected and tenderer or company will be directly Black-Listed by the authority without any notice. Provide that Acknowledgment on Company Letter Head Pad.
25. All Photocopies documents must be submitted attested by a first-class government gazette officer and must use the name seal with the designation.
26. Along with the tender, the bidder must comply with the following conditions:
a. I have submitted the tender in compliance with the stated conditions.
b. I will not attempt to influence the tender verification, evaluation, or decision-making process.
c. I will not engage in any unethical work or behavior with the authorities. In this regard, an undertaking must be filed with the PE, including full name, address, and seal, on the institution’s official letterhead.
27. GMP/ISO/US-FDA Certificate must be submitted from the company from which the tenderer will supply the medicine in the specified format of e-GP. Otherwise, the tenderer will be non-responsive.
28. The tenderer shall declare supply of period/warranty of 1 year supply of all MSR & all materials on own letterhead pad and other declarations shall be submitted separately.
29. Latest Company Profile of the Tenderer must be submitted.
30. Abnormal rates are not acceptable. In case of Default, the PE may Declare the Bidder Non-Responsive in Public interest.
31. All Photocopies documents must be submitted attested by a first-class government gazette officer and must use the name seal with the designation of the attesting officer.
Note:
1. Tenderer submits any kind of false information or if the Attached Paper does not Get the Verification Report on time, Then the Tender Evaluation Committee can make the Tender Non-Responsive.
2. The PE may take appropriate legal action against any Person who violates the Rules of PPA 2006 and PPR-2025, files any Complaint, Disturbs the Public interest, or obstructs the Procurement through False information. PE may declare the Bidder Non-Responsive in Public interest.
3. PE may increase or decrease any item or Qty.
4. Abnormal rates are not acceptable. According to the PPA-2006 & PPR-2025, If the tendered will be considered non-responsive.
5. The Procuring entity reserves the right to accept or reject any or all Tenders without assigning any reason whatever.
6. Four copies of invoice and four copies of bills must be submitted at the time of delivery of goods. The bill will be paid after deducting income tax and VAT from the bill as per rules.
7. Submitted documents will be checked online or by direct mailing with authority. In case of submission of any fraudulent documents, Tender will be rejected and tenderer or company will be directly blacklisted by the authority without any notice.
