A Contract Supervisor, relevant service expert and other management staff shall have the following qualifications and experience:

1. The monthly remuneration for support staff shall be quoted in accordance with the Government Outsourcing Policy-2025, issued vide Memo No. 07.00.0000.153.99.0001.21.178 dated 15/04/2024. The quoted monthly rate for each category of support staff shall not be lower than the minimum rate prescribed in Schedule-Kha of the Outsourcing Policy-2025. If any tenderer quotes less than the rate specified in the Outsourcing Policy-2025, the tender shall be deemed non-responsive.

2. The tenderer shall submit duly signed service agreements between the tenderer and proposed key expert, mentioning the negotiated remuneration, for all proposed Key Experts. If the remuneration quoted by any tenderer is less than the remuneration specified in the duly signed service agreements submitted for the proposed Key Experts, the tenderer shall be considered non-responsive.

3. Total cost shall be entered by the Tenderer, which shall be inclusive of profit, overhead, all kinds of applicable taxes, customs duties, fees, levies, VAT, and other charges payable by the Service Provider under the contract.
