| Eligibility of Consultant : |
01. Interested organizations must submit tenders following all the terms and conditions of the tender document.
02. The selected organization will sign an agreement with the service provider. No appointment letter will be issued to any individual by the service provider authority.
03. Laws, rules, regulations, directives, etc., issued by the government from time to time regarding providing and receiving services through outsourcing must be followed.
04. Service charges at the rate fixed as per Circular No. 07.00.0000.000.153.99.0001.21-178, dated 15/04/205 AD, issued by the Budget Enforcement Branch-3 of the Finance Division under the Ministry of Finance, shall be payable by the service-purchasing organization to the service providers' individual bank accounts.
05. Along with the tender, the following documents must be submitted: 1. National Identity Card (NID), 2. Updated Trade License, 3. Updated Income Tax Certificate, 4. TIN Certificate, 5. VAT Registration Certificate, 6. Financial Solvency Certificate issued by a bank, 7. Experience Certificate (Agreements, work orders, and completion certificates must be submitted along with the tender as proof of experience), 8. Manpower Supply License, 9. Declaration on the organization's letterhead stating that it is not blacklisted, 10. Sample signature on the organization's letterhead, 11. Affidavit of ownership, 12. Passport-size photographs of the owner of the organization (Photocopies must be attested by a Class-1 Gazetted Officer) and 13. Must have an updated license from the Directorate of Factories and Institutions. Otherwise, the tender will not be accepted.

01. The service provider must perform duties on holidays or after official working hours if required. No additional service charge will be paid to the service provider for this.02. VAT and Income Tax will be deducted from the bill as per prescribed rules.03. The authority can terminate the contract signed with the selected organization by giving 1 (one) month's notice. 04. The bidder must submit the tender claiming a service commission at a minimum rate of 5%.05. Before signing the contract, the selected organization must deposit a bank draft/pay order as a security deposit in favor of the service purchaser at the rate of 10% of the total service value of the supplied manpower for 1 (one) year. The bank draft/pay order of the security deposit will be returned upon completion of the contract tenure.06. The tender will be effective in accordance with the PPR Act, 2025, and all the above terms and conditions. 07. If the supplying organization is asked to replace any assigned personnel, approval must be obtained from the Commandant. 08. In the tender document, a declaration must be submitted in the form specified in the tender that he/she will not be involved in any corruption, fraud, collusion, coercion, or obstruction of justice as referred to in Section 64 of the law.09.Failure to fulfill any condition of the tender will result in the tender being considered cancelled. The authority reserves the right to cancel any or all tenders without assigning any reason.

1. Service commission will be paid to the selected organization through an account payee check as per prescribed rules.
2. Physically fit, skilled, and experienced service providers must be supplied. Preference will be given to permanent residents of Rangpur district.
3. If the quality of work of any supplied manpower is not satisfactory, a suitable replacement must be provided within 3 (three) days of being informed by the service-receiving organization.
4. The service-receiving organization is not bound to accept the tender of the bidder claiming the lowest service commission. If multiple bidders claim the same acceptable lowest service commission, the decision of the evaluation committee as per rules will be considered final. No objection or complaint from any bidder will be acceptable in this regard.
5. At the time of supplying manpower, the selected organization must submit the supplied service provider's name, father's name, mother's name, permanent and current address, educational qualification, nationality certificate, photocopy of National Identity Card (NID), physical fitness certificate from a doctor, clearance certificate from the concerned police station, and 2 (two) copies of attested passport-size photographs
6. Only candidates from the selected organization will be called for the oral/practical examination. The date and time of the oral/practical examination will be informed in due course. No TA/DA will be provided for participating in the examination.
7. The service commission of the selected organization and the service charges of the service providers will be paid as per rules, subject to receiving budget allocation from Police Headquarters.
8. If manpower is not supplied within 07 days of receiving the work order, the work order will be considered cancelled.
