| Eligibility of Consultant
|
- The minimum number of years of general experience of the Tenderer in contracting industries in public sector shall be 03 (Three) years.
- The tenderer shall have the minimum specific experience as Service Provider in providing Manpower in public sector under maximum 02 (Two) contracts (to comply with this requirement service contracts cited should be at least 70 percent complete) completed over a period of 3 (three) years with a value of at least of Tk 6,50,000.00 (Six Lakh Fifty Thousand);
- The required average annual turnover of the Tenderer under Public sector (hereinafter defined by Total certified payments received for contracts in progress or completed under public sector) shall be at least an amount of Tk 2,75,000.00 (Two Lakh Seventy Five thousand) only over the last 03(Three) financial years.
- The minimum amount of financial resources of the tenderer in the form of credit line commitment is Tk 5,50,000.00 (Five Lakh Fifty Thousand) only
- The Tenderer must submit the following updated documents: valid Trade License, VAT registration certificate, Income Tax Return Certificate/Slip, National Identity Card copy, Authorization Letter
- Updated License/ Registration Document as manpower provider firm issued by Department of Inspection for Factories and Establishments (DIFE) in compliance of Section 3Ka (1) of Bangladesh Labor Act 2006 or equivalent.
- Tenderer must follow the following guidelines- Outsourcing Service Procurement Policy, 2025: Ministry of Finance, circular no 07.00.0000.000.153.99.0001.21-178, Dated: 15/04/2025.
- Years counting backward from the date of publication of IFT in the newspaper.

| TDS/PDS--C. Qualification Criteria--
|
The minimum amount of financial resources of the tenderer in the form of credit line commitment is Tk 2,75,000.00 (Two Lakh Seventy Five thousand) only.
(i) adequacy of minimum liquid asset substantiated by bank statement having previous date’s closing balance with three (3) months transaction details; or
(ii) updated balance statement on previously approved credit line; or
(iii) unconditional specifice-PPS2PW3 18 credit commitment letter issued in the format as specified in Form e-PPS2-5 without alteration from any scheduled bank of Bangladesh, and issued not earlier than twenty-eight (28) days prior to the day of the initial (if applicable) deadline for submission of Tenders for this Contract as stated under ITT Sub Clause 13.1(b) or
(iv) working capital substantiated by audited financial statements
