| Eligibility of Consultant : |
1) The firm must be registered with ICAB and possess a valid practicing certificate.
(2) The firm must be actively listed on the panel of auditors maintained by the Financial Reporting Council (FRC) Bangladesh, Bangladesh Bank/ Bangladesh Securities and Exchange Commission (BSEC).
(3) The firm shall submit documentary evidence in support of its eligibility and qualifications; including:
I) ICAB Registration and Valid Practicing Certificate,
II) Evidence of Enlistment with FRC, Bangladesh Bank/ BSEC,
III) Firm Profile along with Brochure summarizing its key facilities and areas of expertise.
IV) List of Key Professionals and their Qualifications and Experiences in similar working conditions,
V) List of Similar Assignments completed during the last Five (5) years along with supporting Documents,
VI) Updated Trade License (If any), TIN and BIN Certificates, Income Tax Certificate along with Tax Return Acknowledgment Receipt for the latest Assessment Year,
VII) Audit Report of the Firm of last 03 (Three) Fiscal Years,
VIII) Bank Solvency Certificate along with Bank Statement from 01/07/2025 to 30/06/2026.
(4) All Certificates of Experience from the clients shall be in client's letterhead indicating address, telephone numbers and e-mail of the clients and shall include name of the assignment, duration of service and contract amount.
(5) The firm shall not have any Conflict of Interest in relation to this assignment and shall provide a declaration to that effect.
(6) Black Listed firms from FRC, Bangladesh Bank and BSEC are strongly discouraged to apply.

Experience, Resources and
delivery capacity required : |
(1) The firm shall have at least ten (10) years of practicing/consulting experience in financial auditing, fund management review, or specialized accounting services.
(2) The firm shall have successfully completed at least three (3) assignments during the last five (5) years involving the audit of gratuity, pension, provident, or similar funds, financial reconciliation, or statutory audits of large organizations, preferably including State-Owned Entities (SOEs) and Autonomous Bodies within the Energy & Mineral Resources sector.
(3) The interested firm shall provide information demonstrating its organizational and logistical capacity, including:
• Adequate office facilities and administrative support;
• Availability of computer hardware, advanced data analytics software, and financial auditing tools;
• Availability of secure data management, confidentiality protocols, and communication systems;
• Sufficient professional, financial, and support staff to conduct large-scale historical data analysis seamlessly.

| Other details (if applicable) : |
(1) The entire process—from the Request for Expression of Interest (REOI) to the Request for Proposal (RFP) and final contract signing—will be executed digitally via the central e-GP Portal (if applicable under public procurement guidelines).
(2) Shortlisting will be carried out in accordance with the Public Procurement Act (PPA), Public Procurement Rules (PPR), and Standard REOI guidelines.
(3) Detailed Terms of Reference (ToR) and RFP will be issued only to shortlisted firms.
