1. Tenderer must have valid and updated trade license, Taxation documents (e-return submission slip & TIN) and BIN certificates (13-Digit), National Identity Card copy, Authorization Letter as per tender requirements. (If neccessary)

2. Updated License/ Registration Document as manpower provider firm issued by Department of Inspection for Factories and Establishments (DIFE) in compliance of Section 3Ka (1) of Bangladesh Labor Act 2006 or equivalent.

3. The minimum number of years of general experience of the Tenderer in contracting industries in public/private sector shall be 03 (Three) years. Year counting backwords from three years before the publication date.

4. The tenderer shall have the minimum specific experience as Service Provider in providing security service in public/private sector under maximum 02 (Two) contracts over a period of 3 ( three) years with a value of at least of Tk 80,00,000.00 (Eighty Lakh) (where each contract containing atleast BDT 40 lac) years counting backward from the date of publication of IFT in the newspaper.

5. The required average annual turnover of the Tenderer under Public/Private sector shall be at least an amount of Tk 16,00,000.00 (Sixteen Lakh) only over the last 03 (Three) financial years.

6. The minimum amount of financial resources of the tenderer in the form of credit linecommitment is Tk 20,00,000.00 (Twenty Lakh) only from any scheduled bank.

7. Tenderer must follow the following guidelines- Outsourcing Service Procurement Policy, 2025: Ministry of Finance, circular no 07.00.0000.000.153.99.0001.21-178, Dated: 15/04/2025.

8. Tenderer’s quoted commission shall not be less than 15%. If the Quoted commission is less than 18% (threshold limit defined by PE), that bid shall be rejected.

Procurement of Security Service for Sirajganj Power Station, Soydabad, Sirajganj, NWPGCL through Outsourcing Policy 2025.

For Security Supervisor:

1. Educational Qualification: Minimum SSC or equivalent.

2. Age must be minimum 20 years.

3. Height of the security Supervisor must be minimum 5'4".

4. Experience: Minimum one year.

For Security Guard:

1. Educational Qualification: Minimum Eight or equivalent.

2. Age must be minimum 18 years.

3. Height of the security Guard must be minimum 5'4".

4. Experience: Not applicable.

1. Service Provider shall submit a “List of Security Personnel” including, NID, Photo, Mobile Number, Bank Account Details/Mobile Banking Number at the time of signing contract. Security Personnel, not in the “List of Security Personnel”, cannot be deployed for security services.

2. List of Security Personnel may be updated by both parties with valid reasons time to time. In that case, Service provider shall submit Mobile Number, Bank Account Number/Mobile Banking Number of the finally accepted and approved service personnels
