1. up-to-date Valid Trade License. 2. up-to-date Income Tax Certificate. 3. up-to-date 13-digit BIN. 4. Bank Statement showing a minimum balance of BDT 50 Lakh. (must be issued between the Publication Date and the Tender Opening Date.)
5. A certificate stating that you are not blacklisted must be submitted. 6. The Tenderer shall submit the Ownership Certificate of the contracting firm. 7. Up-to-date Labor License from the Department of Inspection for Factories and Establishments (DIFE). 8. The Tenderer shall have a minimum of 03 years of general experience in providing manpower through the outsourcing system. 9. The Tenderer shall have specific experience as a Prime Contractor in successfully completing at least 01 contract of similar nature for providing manpower through the outsourcing system under Bangladesh Police Units within the last 03 years, with a contract value of at least BDT 50 Lakh. 10. The required Average Annual Turnover from manpower supply services through the outsourcing system under Bangladesh Police Units shall be at least BDT 35 Lakh over the last 03 financial years. This shall be supported by Certified Payment Certificates received against completed contracts under Bangladesh Police Units during the last 03 years.
11. Priority will be given to the Harijan community in the procurement of cleaning services.
12. The tender will follow PPR 2025. All terms are binding on bidders.
Supply of Manpower through the Outsourcing System on a Lump-Sum Service Charge Basis in accordance with the Outsourcing Policy of Jessore District Police for the Fiscal Year 2026–2027.
The bidder should have experience in providing outsourcing manpower to Bangladesh Police Unit. The bidder should have the necessary technical expertise, skilled manpower and financial capacity to complete the work satisfactorily. In addition, the bidder should have the ability to complete the work within the stipulated time frame while maintaining the required quality standards.
