Mandatory Legal & Compliance Documents
• Trade License: Up-to-date trade license from the relevant local authority.
• Tax Compliance: Valid and up-to-date Income Tax clearance certificate and return acknowledgment.
• VAT Registration: Valid Value Added Tax (VAT) registration certificate.
• e-GP Registration: Registered account on the Bangladesh e-GP System for electronic submission.
• Specialized Licenses: Sector-specific licenses (such as ABC/BC category contractor licenses or electrical supervisory licenses for works) when required by the procuring entity

Financial and Technical Capacity
• Experience: Minimum years of general experience (typically 3 to 5 years) and specific experience in successfully completing similar contracts.
• Turnover & Liquid Assets: Proof of minimum average annual turnover and liquid assets, working capital, or credit lines specified in the Tender Data Sheet (TDS).
• Tender Capacity: Adequate calculated tender capacity for large works contracts.

Disqualification Grounds
• Conflict of Interest: Bidders with a conflict of interest or those involved in collusive, coercive, corrupt, or fraudulent practices are barred.
• Default/Blacklisting: Firms blacklisted by any government procuring entity or blacklisted under public procurement regulations are ineligible.
