| Eligibility of Consultant : |
1.Must have 8 years experiences in working experience in software development as a registered company/entity in Bangladesh;
2.Must have Valid RJSC Incorporation Certificate and submit RJSC Incorporation Certificate.
3.The Bidder must provide valid Trade License, updated valid TIN Certificate, Income Tax Clearance Certificate, and valid VAT/BIN Registration Certificate, BASIS membership.
4.Must have a minimum turnover of 1.5 crore in each of last three years financial audit report.
5.Must have project completion certificate of a minimum of 3 (three) projects in last 5 (five) years in the field of web application development.
6.The bidder must have successful implementation of at least two (2) enterprise Archive Management System/ Electronic Document Management System, or comparable institutional document/repository systems for Government, Semi-Government, autonomous, statutory or other public-sector organizations which at least one (1) contract shall have a value at least BDT 35 Lac.
7.Preference will be given to bidder with experience in large-scale document scanning, digitization, and multilingual OCR.
8.Management and operational capacity (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant's staff/resources to carry out this assignment.
9.List (Name, designation, years of experience, number of projects, expertise) of IT personnel who will be engaged to perform the assignment.
10.The minimum amount of Liquid asset/Line of Credit of the firm shall be Tk. 10 lacs.
11.ISO 9001:2015 and ISO 27001:2022 Certified firms will be given preference.

| Brief Description of assignment : |
The Bangladesh Inland Water Transport Authority (BIWTA) maintains a large volume of historical and operational records in physical form, including office files, letters, notes, maps, images, charts, audio recordings, video recordings and other archival materials.A significant portion of these records is currently maintained in physical files and requires systematic preservation, indexing, digitization and controlled electronic access. To improve document preservation, information retrieval, institutional knowledge management and service efficiency, BIWTA intends to establish a centralized Digital Archive / e-Archive System.The proposed system will digitize and preserve approximately 300,000 pages of documents, together with relevant maps, images, charts, audio and video materials. Scanning of physical documents shall be conducted on-site at BIWTA offices under the supervision and control of BIWTA.The system shall provide secure, role-based access to digitized records originating from 17 BIWTA departments, with departmental segregation and access control. The system shall support both Bangla and English interfaces and shall provide Bangla OCR with a minimum required accuracy of 90% for suitable machine-readable documents.
