a. The firm shall have successfully completed docking, repair, maintenance, or refit of at least 2–3 marine vessels/boats during the last 3 years
b. The contractor shall possess or have legally available access to a suitable dry dock, slipway or equivalent docking facility capable of safely accommodating the boat.
c. The bidder should not have a record of termination, abandonment, or major contractual failure in similar government/marine projects, subject to applicable procurement rules
d. At least one completed work should be of similar size, type, displacement, or complexity to the subject boat.
e. Preference/requirement may be given to firms having previous experience in Bangladesh Navy, Bangladesh Coast Guard, BGB, BIWTA, or other government/military vessel maintenance projects.
f. Demonstrated experience in conducting docking operations with appropriate marine safety, fire safety, hot-work, confined-space, lifting, and environmental-control procedures.
g. The firm should have successfully completed at least one similar marine docking/repair contract of a specified minimum value BDT 35 lakh depending on the estimated contract value.
i. Copy of work completion for BDT 50,00,000.00, aPPROVED BY bv/lr class. 

The procurement comprises annual refit and docking of the existing HPB Baleshwar, including necessary inspection, repair, servicing, overhaul, replacement of defective components, hull and machinery works, electrical works, piping works, propulsion system works, safety equipment-related works and associated activities as specified in the BOQ and Technical Specifications.
