The consulting firm must prove that they have video documentary experience background and operational strength to undertake this work forward without any hindrances. The consulting firm must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:

· Company Registration & Status: The firm must be a registered proprietorship or limited company with at least 10 years of operational experience.

· Sector Experience: The firm must demonstrate at least 5 years of specific experience in videography, film, or documentary production. This must include verifiable experience working with Government or multinational companies.

· Financial Capacity: The yearly turnover of the firm must be at least Tk. 50.00 (Fifty) Lakh taka only. Substantiated by the minimum amount of liquid assets, i.e., working capital or credit line(s), must be provided.

Must provide an updated Trade License, Income Tax, and VAT certificate.

Agency Technical and Infrastructure Capacity

To ensure the successful delivery of high-definition video documentaries, the bidding firm must possess and maintain a fully equipped, professional studio setup on its own physical infrastructure. This must include the following facilities:

1. Production House: Established, professional-grade Documentary/film production facility.
2. Animation Studio: In-house 2D/3D animation studio with dedicated workstations.
3. Editing & Color Grading: Professional equipped with a high-end color grading panel.
4. Recording Studio: Dedicated, sound-proofed music composition and VO recording facility.
5. Green Screen Studio: Professional chroma key (green screen) studio facility.
6. AI Integration Evidence: of AI-integrated production capabilities and workflow.

Minimum Technical Equipment & Quality Standards

The successful bidder must utilize industry-standard equipment to ensure high-definition output. Quality will be strictly evaluated based on the following specifications:

1. Primary Cinema Camera       Professional Camera capable of 4K resolution.
2. Prime Lenses  Signature Prime lens series or equivalent cinema-grade prime kit.
3. Aerial Cinematography Professional grade drone with 10-bit color profile or equivalent.
4. Motion & Support Systems    Remote Control Crane, Jib Arm, Professional Camera Trolley, 3-Axis Gimbal and Steadicam rig or equivalent.
5. Professional Lighting Full lighting kit and HMI (Hydrargyrum Medium-arc Iodide) units with diffusion.
6. Audio Gear      Professional wireless lapel (lavalier) microphone systems and multi-channel field recorders.

A shortlist of firms will be prepared upon evaluation of EOIs of the eligible applicants and “Request for Proposal” document will be issued in their favour. Firms/Production companies will be selected through the Quality and Cost Based (QCBS) method. Total duration of contract will be 02 Months.
