The scope of the consulting firm service includes: 

• The total duration of the assignment shall be 36 (thirty-six) months. First year for New Government Performance Monitoring System Designing, Development, Execution & Next Two years full-service support, change, management, necessary enhancement and maintenance of the GPMS Software;
• New modules shall be designed, developed and deployed in Micro Service Architecture;
• Design and develop Database for new requirements with the system of the software in a structured architecture;
• The system shall support end-to-end GPMS processes, including preparation, submission, monitoring, reporting and performance evaluation as per latest GPMS Guideline.
• The software shall be designed with a high degree of configurability and customization, allowing iterative enhancements based on user feedback received after the initial launch.
• The system shall support the addition, modification, or decommissioning of functional modules and features post-deployment without disruption to core operations.
• A mobile application (Android and iOS) shall be developed to enable secure and user-friendly access to GPMS functionalities on portable devices.
• The consulting firm shall have a dedicated support team to handle all technical issues raised by all level of offices.
• Shall have an Achievement and Evaluation Mechanism with Report quarterly, half yearly & yearly;
• Shall have an option for data analytics;
• Responsible ensure 24x7 for technical support;
• Provide technical training and technology transfer training;
• Must submit a report and source code after completion at each deliverable for payment

Intending firms have to submit the following documents along with the EOI:
 

• Minimum 8 (Eight) years of relevant experience in designing and developing web-based database applications and software with mobile app development experience;
• Must have 03 (Three) applications/software/e-governance/e-service solution design, development and implementation experience;
• The firm must have experience of 2 (Two) Government related work (Must provide URL, Work order and Completion Certificate);
• The firm needs to show yearly turnover at least 80 (Eighty) Lakh taka by appropriate documents at least three Years.
• Background of the firm with brochure summarizing facilities, area of experience, administrative strength, List of Key professionals (Name, Designation, Educational Qualification, Experience details with relative information i.e. Total Experience, Core Working Areas & Competencies), logistics and financial capacity, general information including legal documents, etc.
• The Firms should have valid up-to-date Trade license, Income Tax Clearance Certificate, VAT Registration Certificate, Bank Solvency Certificate, incorporation certificate.
• The minimum amount of liquid assets i.e. working capital or credit line(s), net of other contractual commitments is 1 (one) crore taka.
• Must have a BASIS Membership.
