Any / All Bangladeshi tenderers who have registered in e-GP system may participate in the tender provided that they fulfill the criteria as stated in Tender Document
N.B:
1) Tenderers are requested to fill different Tender Forms (Section 5: Tender and Contract Forms) properly with necessary information and by uploading necessary document(s), which will considered for tender evaluation.
2) Tenderers are requested not to upload/ attach any unnecessary documents.
3) If any submitted documents are proved false at any stage of evaluation process, the tenderers shall be considered as non-responsive.
4) The Tenders will be evaluated as per submitted documents in the e-GP system, Conditions of STD as per PPR-2008, Rules 98 & others up to date relevant rules of PPR-2008.
5) If corrupt, fraudulent, collusive, coercive, or obstructive practices of any kind are determined against any tenderer, then measures shall be taken following Rules 127 of PPR-2008 & relevant clause of STD.
6) Non-submission of ongoing work under any PE organizations that affect the tender evaluation process will be considered as non-eligibility of the tenderer.
7) If the total quoted price is more than 5% (Five percent) less or above than the APP Estimate cost, the tenderer shall submit item wise Analysis of Rates in support of his quoted rate.
8) The tenderer shall submit Turnover Calculation sheet, Capacity Calculation Sheet & On-going works value Calculation (Both hard copy and Excel sheet soft copy as per attached format in section 8, Particular Specifications).

15.1 (a)

The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Subcontractor or Management Contractor shall be 03 (Three) years.

15.1 (b)

The minimum specific experience as a Prime Contractor in successfully completion of Strengthening & Surfacing Work including Rigid Pavement works in a single contract of similar nature, complexity and methods/construction technology within the last 10 (Ten) years, with a value of at least BDT 90.00 (Ninety) Crore only.

Note 1: Tenderers are requested to read the "Information for Tenderer/Consultant" section of the Notice (IFT) of this tender and follow the instructions mentioned strictly.
Note 2: Partial/incomplete certificate shall not be accepted. The work Completion certificate shall clearly state (a) Key works (b) Final bill amount (c) date of commencement (d) Actual date of completion etc.
Note 3: Manpower and Equipment that would be dedicated/ employed at this project will be strictly evaluated.
Note 4: During tender evaluation, if it is found that, any false information or certificate has been submitted by a tenderer, legal action will be taken by the Procuring Entity against the said tenderer in accordance with Section 64 of Public Procurement Act 2006 and Rule 127 of Public Procurement Rules 2008. The tender participant must be very cautious regarding uploading the certificates and filling up related information (i.e. work name, work value, date of actual work completion etc.) in e-GP system. Any mismatch in uploaded certificates and related information provided will be considered as fraudulent practice and actions will be taken against the associated tenderer according to PPR-2008.

15.1 (a)

15.1 (b) The minimum specific experience as a Prime Contractor in successfully completion of Flexible pavement construction with DBS (Dense Bituminous Surfacing) works in a single contract of similar nature, complexity and methods/construction technology within the last 10 (Ten) years, with a value of at least BDT 90.00 (Ninety ) Crore only. Moreover, The Tenderer must have the experience of Successfully completion of Rigid Pavement works works in above mentioned contract or in a separate contract with any contract value within the last 10 (Ten) years.
