1. Small Piped Water Supply Schemes will be implemented by the selection of DBO (Design-Build-Operate) Firm/Contractor.

2. Eligibility criteria for the selection of DBO contractors:

a) Construction Company/NGO/Social Enterprise/Joint Venture of Construction Company with Social Enterprise/NGOs.

b) Must have specific experience in the construction of Tube well/Production well/Overhaead Water Tank (OHT)/Water Treatment Plant/Piped Water Supply Scheme.

c) Must have experience in community mobilization and operation & maintenance of water infrastructures/piped water supply schemeds.

d) Financial solvency to invest in capital expenditure or operational expenditure.

3. The contract awarded DBO Firm/Contractor will be fully responsible for ensuring sustainable Operation & Maintenance (O&M) for initial 05 (five) years after successful completion of the scheme. For this purpose, a tripartite contract agreement has to be furnished along with submission of a security bond amounting to 05% of the contract value of the scheme in the form of a Pay Order/Bank Guarantee in favor of the relevant Exrcutive Engineer before submission of the final bill which will be relased after successful Operation & Maintenance (O&M) of the initial 05 (five) years.

4. It is mandatory for all interested bidders/Representatives along with JV partners/Representatives to participate in the Pre-tender meeting through the e-GP system to have a better understanding of the implementation modality of the scheme.

The minimum Specific experience as a Prime Contractor in construction works of at least 01 (one) contract of similar nature, complexity and methods/construction technology (Must have specific experience in construction of Tube well/ Production well/ Overhead Water Tank/ Water Treatment Plant/ Piped Water Supply Scheme with operation & maintenance and community mobilization) successfully completed within the last 05 (five) years each with a value of at least Tk. 130000000.00 (Taka Thirteen Crore Only).Years counting backward from the date of publication of IFT.

-The certificates submitted by the Tenderer in proof of Specific Experience / AACT must be as per the standard format. A Tenderer failing to submit that will be considered as “Non-responsive” during evaluation.
-Authenticated by Completion Certificate issued by relevant Procuring Entity (PE)
-Experience as a Subcontractor will not be taken into account.
-Performing the work by appointing Sub-Contractor will not be considered.

Note: Incompleted/running bill paid works certificate shall not be allowed as experience certificate.Experience certificate should be submitted by tenderer along with tender at per Departmental prescribed formate or CPTU format or any other almost similar formate which must contain all necessary information required for evaluation of Tender. Similar work is to be supported by work order/NOA and completion certificate.Except Mentioning Completion date, the completion certificate will not be considererd at evaluation stage.No Payment Certificate will be taken as a similar experience certificate.It is to be noted that quoted boring rate should be increased proportionately according to the depth of the well outherwise tender would be consider non-responsive without acceptable clarification.PCC guideline uploaded in the tender document (specially dates) will be depend on the possession of the site and other circumstances.
