All tenderers except Israel who have registered in e-GP system may participate in the tender provided that they fulfill the criteria as stated in Tender Document. The following conditions shall be considered:

1. The Tenders shall be evaluated in the e-GP system with the help of necessary database (If Required).

2. Tenderers are requested to submit only necessary documents to qualify for eligibility criteria. They are discouraged to submit unnecessary additional documents.

3.The tender will be evaluated as per submitted documents. If any dissimilarity found in documents submitted by tenderers at any stage of evaluation process, the tenderers will be considered non-Responsive.

4. Any non submission of ongoing work or any other information that affect the tender evaluation will be considered as Non-eligibility of the tenderer.

5. The tenderers will have to submit year wise payment list in individual folder.

6. The tenderers will have to submit list of ongoing works of RHD/other organization in individual folder.

7.Tenderer will have to submit the calculated tender capacity along with Supporting documents .

8. If the total quoted price is more than 5% (Five percent) less or above than the Engineer's Estimate, the tenderer shall submit item wise Analysis of Rates in support of his quoted rate.

9. If corrupt, fraudulent, collusive, coercive or obstructive practices of any kind are determined against any tenderer, measures will be taken as per law.

Tenderers shall have the following up to date valid License-
VAT registration certificate, up-to-date income tax clearance
certificate, up to-date trade license and up-to-date ABC contractor and supervisory license.

The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or shall be 5 (Five) years.

Experience as a Subcontractor or Management Contractor will not be considered for this tender.Years will be counted backward from the date of publication of IFT in the newspaper.

The Tenderer must have the specific experience as a Prime Contractor of construction of RCC Girder Bridge/PC Girder Bridge/Slab Bridge with a contract value of minimum amount of Tk. 2.00 (Two Point Zero Zero) Crore sucessuflly completed in a single contract of similar nature and complexity within last 7 (Seven) years.

Years will be counted backward from the date of publication of IFT in the Newspaper. Experience as a Subcontractor or Management Contractor will not be considered for this tender. [Partial/Substantial/incomplete work certificate of a project/work shall not be accepted]. (Completion Certificate from Govt. Organization or Autonomous body(s) is only acceptable.)

The Tenderer or JVCA lead partner must satisfy the above mentioned work experience.

In case of JVCA all other Partners of JVCA individually the tenderer must have the experience of Construction of RCC Girder Bridge/PC Girder Bridge/Slab Bridge/Culvert sucessfully completed in a single contract within last 7 (Seven) years having a minimum amount of Tk.50.00 (Fifty) Lakh. Years will be counted backward from the date of publication of IFT in the newspaper.

The minimum specific experience as a prime Contractor/Sub Contractor/Management Contractor in construction works of similar nature, complexity and methods/construction technology successfully completion of similar type works that included RCC Girder Bridge/PC Girder Bridge/Slab Bridge having a minimum Contract Value of Tk. 2.00 (Two) Crore in a single contract within the last 10 (Ten) years.

The required average annual construction turnover shall be greater than Tk 4.00 (Four Point Zero Zero) Crore over the last 5 (Five) years. Years counting backward from the date of publication of IFT in the newspaper.

The required average annual construction turnover shall be greater than Tk. 4.00 (Four) crore Only over the best five (5) financial years in the last ten (10) financial years and in its support necessary Financial Year wise payment certificate must be submitted along with theTender.

N.B.
1. Construction Turnover means bill received from Govt. organization or semi-govt. organization(s)or Autonomous body(s) for doing construction works.
2. In case of JVCA Experience Certificates (For Calculation of Construction Turnover) submission, The tenderer must submit the documents (JV Agreement etc.) in favor of percent share among all the Joint Venture partners. Otherwise their tender shall be rejected.

The minimum Tender Capacity shall be: Tk 3.00 (Three Point Zero Zero) Crore.

The following formulae shall be used to calculate the Tender Capacity-

Assessed Tender Capacity = (A*N*1.25-B)

Where,
A=Maximum value of Works performed in any one year during last five years,
N= Completion time of the proposed work in years,
B= Value of Existing commitments and works to be completed during the next N Years.

Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one).
Note 2: In case of JV tender capacity requirement for leading partner shall be minimum 40% and for other partners shall be minimum 25%.

Tenderers shall own or have proven access to hire or lease of the major construction equipment, in full working order as follows:

1. Other Required Equipment according to PE's Demand.

2. Documents of ownership or Lease Agreement in case of hire/ lease for Equipments must be
enclosed. The Tenderer must ensure that these equipment’s shall be kept available for this work if
awarded. This condition must be clearly mentioned with reference to the Tender ID and name of
work in the Lease Agreement.

3. Necessary papers in this regard must be enclosed. Any extra construction equipment’s
heavy or light if required to execute/complete the work must be owned, hired or leased in full
working period by the Agency/ Contractor at his /their own cost.

Engineers, Bangladesh. Institution of Engineers Bangladesh, ramna, Dhaka.The hourly fee shall be Tk 500.
The biographical data of the Adjudicator is: President of IEB, Bangladesh.

It will be decided by both parties during the contract management, if required.
