All tenderers except Israel who have registered in e-GP system may participate in the tender provided that they fulfill the criteria as stated in Tender Document.
1. The Tenders shall be evaluated in the e-GP system with the help of necessary database (If Required). 2. Tenderers are requested to submit only
necessary documents to qualify for eligibility criteria. They are discouraged to submit unnecessary additional documents.
3.The tender will be evaluated as per submitted documents. If any dissimilarity found in documents submitted by tenderers at any stage of evaluation process, the tenderers will be considered non-Responsive.
4. Any non submission of ongoing work or any other information that affect the tender evaluation will be considered as non-eligibility of the tenderer.
5. The tenderers will have to submit year wise payment list in individual folder.
6. The tenderers will have to submit list of ongoing works of RHD/other organization in individual folder.
7.Tenderer will have to submit the calculated tender capacity along with Supporting documents . 
8. If the total quoted price is more than 5.0% (Five percent) less or above than the Engineer's Estimate, the tenderer shall submit item wise Analysis of Rates in support of his quoted rate.

9. If corrupt, fraudulent, collusive, coercive or obstructive practices of any kind are determined against any tenderer, measures will be taken as per law.

 The minimum specific experience as a Prime Contractor in construction works of similar nature, complexity and methods/construction technology successfully completion of similar type works that included DBS Base/Wearing coarse and Rigid Pavement work having a minimum Contract Value of Tk. 12.00 (Twelve) Crore in a single contract within the last 07(Seven) years . Moreover, the Experience of Construction of Rigid Pavement works may be in the same contract or saperate contract, but it shall be within last 07 (Seven) years.

(Completion Certificate from Govt. Organization or Autonomous body(s) is only acceptable.) Experience as a Subcontractor or Management Contractor will not be considered for this tender.Years will be counted backward from the date of publication of IFT in the CPTU Website. [Partial/Substantial/incomplete work certificate of a project/work shall not be accepted]. (Completion Certificate from Govt. Organization or Autonomous body(s) is only acceptable.)

The Tenderer or JVCA lead partner must satisfy the above mentioned work experience.
In case of JVCA the all other Partners of JVCA individually must have the experience within last 07 (Seven) years of successfully completion of similar type Flexible Pavement or Rigid Pavement work having a minimum Contract value of Tk. 3.00 (Three) Crore in a single contract.

The minimum specific experience as a prime Contractor/Sub Contractor/Management Contractor in construction works of similar nature, complexity and methods/construction technology successfully completion of similar type works that included DBS Base Coarse/DBS Wearing coarse and Rigid Pavement Works/PC Girder Bridge Works/RCC Bridge Works/RCC Drain works having a minimum Contract Value of Tk. 12.00 (Twelve) Crore in a single contract within the last 10 (Ten) years .

In case of JVCA the all other Partners of JVCA individually must have the experience withinlast 10 (Ten) years of successfully completion of similar type DBS Base Coarse/DBS Wearing coarse and Rigid Pavement Works/PC Girder Bridge Works/RCC Bridge Works/RCC Drain works  having a minimum Contract value of Tk. 3.00 (Three) Crore in a singlecontract.

The minimum number of years of general experience of the Tenderer in the construction works as Prime Contractor or Subcontractor or Management Contractor shall be [05] years.

B= Value of Existing commitments and works to be completed during the next N Years
Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be
considered as 01 (one)
Note 2: In case of JV tender capacity requirement for leading partner shall be minimum
40% and for other partners shall be minimum 25%

For Tenders where the package contains more than one (1) Lot, this qualification requirement shall be mentioned separately for each lot in the package.

The required average annual construction turnover shall be greater than Tk. 23.00 (Twenty Three) crore Only over the last 5 (Five) years and in its support necessary payment certificate must be submitted along with the Tender. Years counting backward from the date of publication of IFT in the CPTU Website. [No audit report will be considered for calculating turnover].

1. Construction Turnover means bill received from Govt. organization or semi-govt. organization(s) or Autonomous body(s) for doing construction works.
2. In case of JVCAExperience Certificates (For Calculation of Construction Turnover) submission, the tenderer must submit the documents (JV Agreement etc.) in favor of percent share among all the Joint Venture partners. Otherwise their tender shall be rejected.

The prices quoted by the Tenderers shall be fixed for the duration of the Contract.

[Price adjustment clauses are usually permitted for Contracts, execution of which will take more than eighteen (18) months from Start Date to Completion Date. The Procuring Entity must consider each Contract on its individual merit; approval of HOPE will be required for Contracts of less than eighteen (18) months . If prices shall be adjustable, the base value of the Indexes including sources and, its corresponding weightings or coefficients for adjustment should be specified in the Appendix to Tender: Table 1.1 and 1.2 and in the Contract]

The successful Tenderer shall sign the contract with the Procuring Entity within 28
(Tweenty Eight) days of issuance of the Notification of Award (NoA).

The successful Tenderer shall sign the contract with the Procuring Entity within 21

The Adjudicator proposed by the Procuring Entity is The President of the Institution of Engineers, Bangladesh. The hourly fee shall be Tk. 5000.00 and the reimbursable expenses
