13.1(b) The minimum Specific Experience: As a Prime Contractor only. Experience as a Subcontractor or Management Contractor will not be considered for this tender:

i) The Tenderer must have the experience of Construction of Rigid Pavement/ Bridge/Culvert or Any Combination of Them works of value not Less than Tk.1000.00 Lac successfully completed within the last Five(5) years in a single contract of similar nature and complexity.

ii) The Tenderer must submit with the tender the above mentioned work certificates from the concerned Executive Engineer/Project Manager/Project Director.

In case of the experience in Roads and Highways Department in Bangladesh the attested copy of the requisite certificate for experience as stated above shall be from concerned Executive Engineer/Project Manager/Project Director of Roads and Highways Department and shall be submitted along with tender.

In case of the experience in an organization other than Roads and Highways Department in Bangladesh, the above mentioned certificate shall be from the concerned Executive Engineer/Project Manager/Project Director and the same certificate shall also be examined and countersigned by the Executive Engineer, RHD where the work has been constructed. The Original or attested copy of the above certificate is acceptable.

Note :

(i) The work certificate(s) shall clearly state:

(a) Name of work.

(b) Name of the contractor

(c) Location of the work

(d) Date of signing the contract

(e) Time for completion of the work as per contract agreement.

(f) Value of the work as per contract agreement.

(g) Value of the work after completion.

(h) Date of actual completion.

(i) Quantity of completed Rigid Pavement

(j) The tenderer must submit with the tender the above-mentioned work certificate(s) from the concerned Executive Engineer or Project Manager or Project Director or appropriate authority.

(k) In case of JVCA the partner in charge (Lead Partner) of JVCA must have the above experience to participate in the tender

(Years will be counted backward from the date of publication of IFT).

13.1 (a) General Experience: The minimum number of years of general experience of the Tenderer in the construction works as a Prime Contractor shall be 05(Five) years.Experience as a Subcontractor or Management Contractor will not be considered for this tender.

The required average annual construction turnover under public sector shall be greater than Tk 2000.00 Lakh over the last 5 (five) financial years.

i) Average Annual Construction Turnover will be calculated on the basis of Payment Certificates issued by respective authority.

ii) Only Payment Certificate will be considered in calculating turnover, Except payment certificate, no other documents/certificate will be considered for turnover calculation.

iii) The tenderer shall submit Turn-Over Calculation sheet (Both hard copy and Excel sheet soft copy as per attached format in section 8, Particular Specifications).

iv) In Case of JVCA, Payment certificate supporting for turnover must be mentioned the share of each partner supported by JVCA Agreement. If the JV agreement/certificate is not provided, this certificate will not be considered for turn-over calculation.

v) Consider bill payment related to Construction only.

vi) Consider bill payment related to Public Sector Construction Works.

vii) No Audit Report will be considered for turnover calculation.

viii) All unreadable and unclear documents will be rejected.

The required average annual construction turnover under public sector shall be greater than Tk.2000.00 Lac over the last 05 (Five) financial years or best 05 (Five) years in the last 10(Ten) financial years

1. Any/All tenderers who have registration in the Government e-GP system may participate in the tender provided they fulfill the criteria stated in the Tender Data Sheet (TDS). The Tenderer shall be evaluated based on the latest revision of PPA-2006 & PPR-2025.

2. The Tenderers must upload Rate Analysis in support of their quoted rates.

3. The Tenderer will be evaluated in the e-GP system.

4. The Tenderer will have to set up required Laboratory Facilities at the respective work site at his own cost & arrange with proper equipment and manpower.

5. The tenderer has to ensure by a certification that Manpower & Equipments as submitted along with the tender document will be used only for this particular package.
