ISRAEL

The minimum number of years of general experience of the Tenderer in the construction works as a Prime Contractor shall be
05(Five) years.(Years will be counted backward from the date of publication of tender in e-GP system).

The minimum number of years of general experience of the Tenderer in the constructionworks as Prime Contractor or Subcontractor or Management Contractor shall be

03(Three) years.Years will be counted backward from the date of publication of IFT in the e-GP website.

The minimum specific experience as a prime contractor in construction work of at least one contract of similar nature complexity including Premix Bituminous Seal Coat or carpeting value not less thanTk.10.00 Lac successfully completed within the last Five(5) years. (Years will be counted backward from the date of publication of tender in e-GP system).

The Tenderer must submit with the tender the above mentioned work certificates from the concerned Executive Engineer/Project Manager/Project Director of Implementation Organisation.

The work certificate(s) shall clearly state:
(a) Name of work.
(b) Name of the contractor
(c) Location of the work
(d) Date of signing the contract
(e) Time for completion of the work as per contract agreement.
(f) Value of the work as per contract agreement.
(g) Value of the work after completion.
(h) Date of actual completion.
(i) The tenderer must submit with the tender the above-mentioned work certificate(s) from the concerned Executive Engineer or Project Manager or Project Director or
appropriateauthority.
(j) In case of JVCA the partner in charge of JVCA must have the above experience to participate in the tender 

The minimum specific experience as a Prime Contractor or Subcontractor or ManagementContractor in construction works under public sector of at least 01 (one) contract of similar nature complexity including Premix Bituminous Seal Coat or carpeting work value not less than Tk.10 lac. successfully completed within the lastFive(5) years. Years will be counted backward from the date of publication of IFT in the               e-GPwebsite.

The Tenderer must submit with the tender the above mentioned work certificates from the concerned Executive Engineer/Project Manager/Project Director of Implementation Organisation.

The minimum capacity shall be: Tk 70.00 Lac. The following formulae shall be used to calculate the Tender Capacity
Assessed Tender Capacity = (A*N*1.5-B)
Where
A=Maximum value of Works performed in any one year during last five years
N= Completion time of the proposed work in years
B= Value of Existing commitments and works to be completed during the next N Years
Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one)
Note 2: In case of JV tender capacity requirement for leading partner shall be minimum 40% and for other partners
shall be minimum 25%.
Note:
The tenderer shall submit the following document and calculation sheet:
i) Tender Capacity Calculation Sheet ( Both hard copy and Excel Sheet soft copy as per attached file in Section 8)
ii) On-going works value Calculation ( Both hard copy and Excel Sheet soft copy as per attached file in Section 8)
iii) Documentary evidence of ongoing works ( Work order/ Notice to Commence and certified Latest bill copy

The minimum capacity shall be: [Tk 13 Lac]

The following formulae shall be used to calculate the Tender Capacity

Assessed Tender Capacity = (A*N*1.25-B)

Where

A=Maximum value of Works performed in any one year during last five years
N= Completion time of the proposed work in years
B= Value of Existing commitments and works to be completed during the next N Years

For Tenders where the package contains more than one (1) Lot, this qualification requirement shall be mentioned separately for each lot in the package.

Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one) 

The minimum amount of liquid assets or working capital or credit facilities of the Tenderer shall be Tk 75.00 Lac. In Case Of Bank Certificate of Liquid asset of workingCapital
or Credit Facilities must be unconditional bearing the name of the work. Liquid Asset supporting by Bank satatement should be within the Tender notice and date ofsubmission
stating the name of the work.

The minimum amount of financial resources as liquid asset or working capital or credit line(s) or specific credit commitment or in any combination of them, of the Tenderers shall be Tk [15 Lac]

The required average annual construction turnover shall be greater than Tk 22.00 Lac over the last 5 years. (Years counting backward from the date of publication of
tenderin e-GP system)
i) Only Payment Certificate will be considered in calculating turnover except payment certificate, no other documents/certificate will be considered for turnover calculation.
ii) The tenderer shall submit Turn-Over Calculation sheet (Both hard copy and Excel sheet soft copy as per attached file in section 8).
ii) In JVCA certicficate supporting for turnover must be mentioned the share of each partner sopported by JVCA Agreement. If the JV agreement/certificate is not provided,
astraightforward 10% share will be considered for each partner.
iii) No Audit Report will be considered for turnover calculation
iv) All unreadable and unclear documents will be rejected.

The required average annual construction turnover under the public sector shall be greater thanTk 12.00 Lac over the best 3 (Three) years in the last 5 (Five) financial years.

A Construction Project Manager, Engineer, and other key staff shall have the following qualifications and experience supported by CVs following the Form e-PW2A-5.
