The minimum specific experience as a Prime Contractor or Subcontractor or Management Contractor in construction works under public sector of at least 01(One) contract(s) of Improvement/Bituminous Road Work successfully completed within the last 05 (Five) years, each with a value of at least Tk. 4,20,00,000.00 (Four Crore Twenty Lac Only) & any specific procurement requirements (whichever appropriate but it shall be mutually exclusive from the requirement of ITT 13.1(a)); years counting backward from the date of publication of IFT in the newspaper] 

[for Tenders where the package contains more than one (1) lot, this qualification requirements, only when applicable, shall be mentioned separately for each lot in the package]

If a Tenderer submits a specific experience certificate which was completed by a JV:

(i) for non-divisible works:
To calculate the value of a specific experience [i.e., the financial portion of the specific experience], the Tenderer's business share of the JV of the previous specific experience shall be considered.
However, the physical portion of the specific experience shall be wholly assigned to the Tenderers irrespective of their business share.
[For example, if a Tenderer named 'A' submits a specific experience certificate of a 100 m bridge construction work amounting to 10 crore BDT completed by a joint venture of 'A' & another Tenderer 'B' (A-B JV) and the business share of 'A' & B' in 'A-B JV is 51% and 49% respectively, the calculation of the specific experience will be:
The financial portion of the specific experience: Tenderer 'A' = (10*0.51) crore BDT = 5.1 crore BDT
The physical portion of the specific experience:
Tenderer 'A' = 100 m bridge construction work (whole physical experience)]

(ii) for divisible works:
The specific experience shall be determined according to their assigned component(s)/activity(ies) described in the completion certificate.
[For example, if a Tenderer named 'A' submits a specific experience certificate of a 100 m bridge construction work amounting to 10 crore BDT completed by a joint venture of 'A' & another Tenderer 'B' (A-B JV) and the completion certificate describes that the works is divided between A&B as follows: A completed the superstructure valued BDT 6 crore and B completed the substructure valued BDT 4 crore. The calculation of the specific experience will be:
The financial portion of the specific experience.
Tenderer 'A' = 6 crore BDT
The physical portion of the specific experience:
Tenderer 'A' = The superstructure of 100 m bridge construction work]

The minimum amount of liquid assets i.e, Bank Balance or Working Capital or Credit Facilities or Unconditional Credit Line of the Tenderer shall be Tk. 6,30,00,000.00 Lac (Six Crore Thirty Lac Taka only).

Supporting necessary documents required are as follows:
-Working capital: authenticated by recent past Audit Reports.
-Credit facilities: authenticated by credit sanctioned letter and bank statement of the credit account.
-Credit line: authenticated by any scheduled bank shall be furnished without alteration in accordance with the format as specified in the Form PW3-8; "Letter of Commitment for Bank’s Undertaking for Line of Credit", should be download Form 8 attached section 8 of the Tender Document.
Note: Statement of Credit Facilities and Line of Credit must be issued not earlier than 28 (twenty-eight) days prior to the day of the original deadline for submission of Tenders for this Contract.
- Audit Reports (audited Balance Sheet) should be for last financial year or most recent past.
- Bank Statement shall not be considered as liquid assets.

i) Average Annual Construction Turnover will be calculated on the basis of Payment Certificates issued by respective authority.

ii) Payment Certificate will be considered in calculating turnover; except payment certificates, no other certificates will be considered for turnover calculation.

iii) The Tenderer shall submit Turnover calculation sheet (Both hard copy and Excel sheet soft copy as per attached file in section 8: Particular Specifications)

iv) In JVCA certification supporting for turnover must mention the share of each partner supported by JVCA Agreement. If the JV Agreement / Certificate is not provided, this certificate will not be considered for turnover calculation.

v) Payment bill related only to construction works in public sector will be considered.

vi) Proper Audit Report can be considered for turnover calculation.

vii) All unreadable and unclear documents will be rejected.

N= Completion time of the proposed work in years
B= Value of Existing commitments and works to be completed during the next N Years

For Tenders where the package contains more than one (1) Lot, this qualification requirement shall be mentioned separately for each lot in the package.

Note 1: In case the value of N is less than 12 (twelve) months the value of N shall be considered as 01 (one) 

The minimum capacity shall be: Tk. 6,67,00,000.00 & (Six Crore Sixty Seven Lac Taka only).
