The minimum number of years of general experience of the Bidder to supply wooden and steel furniture goods shall be minimum Five (05) years.

The minimum specific experience as Supplier in Supply of similar Goods under public sector of at least 01 (one) contracts of similar nature (Wooden and steel Hospital Furniture in/c ICU Bed) successfully completed within the last 5 (five) years, each with a value of at least BDT Tk 700 Lacs. 

The Acceptance Certificate must be properly formatted and contain all required information. (Form: PG3-D)

Otherwise, supplier will be summarily discarded.

The Experience for supply contracts of Goods will be in the Government/Semi Government /Autonomous Organization.

• Valid Trade License (Preferably for Furniture Manufacturing and Supply

• Certificate of Incorporation (Discretionary) • Updated DCCI Certificate (2025, If applicable) (Discretionary)

• Membership Certificate from the Bangladesh Furniture Industries Owners Association

2. Manufacturing & Technical Capacity (Mandatory)

• Tenderer must have their owned Manufacturing Plant with Heat-Treatment Plant, Seasoning-Treatment Plant and Lacquer Plant. Any deviation from this shall be considered as disqualification in accordance with Rule 65 (Cha) (a) of the PPR 2025.
(Hired or leased plant and equipment shall not be accepted) •

Plant should include:

a) Chemically de-rusted and zinc phosphate coating system (For Steel) b) Oven-baked powder paint facility (For Steel) c) Seasoning and Chemical Treatment Plant d) Automated Lacquering Plant

Relevant documentation confirming the existence and operational status of these facilities shall be submitted with the tender. If applicable, valid certifications must also be attached as part of the tender submission. Related documents submitted with the tender or the certification is attached along the tender.

v. The following ISO Certifications are mandatory to be submitted-
ISO 9001:2015 – Quality Management System, ISO 14001:2015 – Environmental Management System, ISO 45001:2018 – Occupational Health & Safety Management System

Some other essential certifications for special items like multifunctional hospital bed, Wheel Chair etc.
ISO 14024, ISO 13485:2003, OHSAS 18001:2007, ISI /GMP.

vi. FSC Certification for manufacturing Furniture (Discretionary) vii. Up-to-date Factory License

viii. Up-to-date Import Registration Certificate (IRC) (For importable items such as Multi-functional Hospital Bed)

• Certificate of Air Anti-Pollution Equipment System from a government authority

3. Insurance Requirements

• Furniture Insurance Documentation (if applicable):

Valid insurance documents issued by the appropriate authority covering the furniture manufacturing facility

. • Valid Insurance Policy covering: a) Commercial General Liability b) Workers’ Compensation

4. Performance Appraisal • Brochures and Catalogues of proposed items submission is expected. A sealed and signed technical proposal from the manufacturing company is expected. • Received national/international awards (Discretionary)

*Project Completion Commitment -The bidder must submit a formal certification confirming that the entire scope of work will be completed within the specified timeline in tender Notice. Failure to meet this deadline will result in legal action as per the provisions of the Public Procurement Rules (PPR) 2025.

5. Self-declaration on letterhead confirming: a) The bidder is not blacklisted by any PE office in Bangladesh b) All submitted documents are genuine and no fake documents are included

6. Manufacturer’s Authorization Letter:

Tenderer must submit specification of all items with design or picture mentioned in the Tender and manufacturer's authorization letter. (Form PG3-6) (Otherwise contractor will be summarily discarded.)
For important and exclusive import items like Multi-functional Hospital Bed, ICU Bed following documents will be required-

2) After Sales Service Assurance Certificate issued by the Manufacturer (For Five Functional ICU/CCU Bed, 8 Functional ICU Bed, 3 Functional Hospital Bed)

3) Minimum no. Years of Spare Parts Supplying Assurance Certificate Issued by the Manufacturer. (For Five Functional ICU/CCU Bed, 8 Functional ICU Bed, 3 Functional Hospital Bed)

4) Guarantee / Warranty certificates from their manufacturer. (For Five Functional ICU/CCU Bed, 8 Functional ICU Bed, 3 Functional Hospital Bed)

7. Subcontractor related Clause:
Tenderers may intend to subcontract an activity or portion of the Goods not exceeding 30% (Thirty percent) of the whole Goods in value, in which case such item(s) and the proposed Subcontractor shall be clearly identified in the Form PG3-3.

Hiring, Leasing, or Subcontracting of equipment, plants, factories will not be acceptable.

Tender Disclaimer
1. Submission of Original Documents If the Tender Evaluation Committee (TEC) requires original documents for examination, the tenderer must submit them. These documents will be returnable.
2. Verification of Submitted Documents All submitted documents will be verified either online or through direct correspondence with the issuing authority. Submission of any fraudulent document will result in immediate rejection of
the tender without prior notice.
3. Collusive, Corruptive, Fraudulent, or Coercive Practices If any collusive, corruptive, fraudulent, or coercive practice is proven from the bidder’s end, Rule 149 of PPR 2025 will be applied.
4. Work Order and Payment Conditions Work orders will be issued as per applicable rules. Bills will be paid only upon certification by the Tender Evaluation and Acceptance Committee (TEAC) after successful delivery of goods as per the work order. Income Tax and VAT will be deducted from the bill in accordance with government regulations.
5. Sample Submission for Evaluation If required by TEC during the Post-Qualification Phase, the bidder must submit product samples for physical verification at their own expense.
6. Rate Evaluation and Quantity Adjustment The Evaluation Committee is not bound to accept the lowest quoted rate. The PE reserves the right to increase or decrease the quantity of scheduled items or opt not to purchase any item, based on the requirements of the Requiring Body.
7. Sample Certification Responsibility Certification of samples for manufacturing and approval by the designated agency must be arranged and paid for by the bidder. No cost will be borne by the PE.
8. Product Custody Until Final Acceptance The supplier is responsible for the products until final acceptance by the authority, which may extend until the end of the project depending on circumstances.
9. Front-Loading Clause In cases of front-loading, Rule 36(2) of PPR 2025 will be applied to Performance Security and Retention Money.
10. Abnormal or Imbalanced Rate Quotations In case of abnormal or imbalanced rate quotations, TEC may request a detailed cost breakdown
and propose penalties under Rule 118(15) of PPR 2025.
11. Retention Money Release Criteria Retention Money will be released only upon receipt of a Defect Correction Certificate or Zero-Defect Certificate from the Competent Authority or Requiring Body, as per Rule 37(2) of PPR 2025.

The Tenderer shall submit with its Tender the following additional documents:
