Eligibility of Consultant :

Any / All tenderers who have registered in e-GP system may participate in the tender provided that they must fulfill the criteria as stated in Tender Document.

Brief Description of assignment :

Automation of Monitoring Wells. Supply, installation and commissioning of IoT-Based Groundwater Monitoring and Measurement Equipment. Establishment of AI based Decision Support System (DSS).

Experience, Resources and
delivery capacity required :

1. The Tenderer shall have at least 05 years of experience as a Prime Contractor or Joint Venture Partner in supplying hydrological/hydrographic/meteorological equipment and developing software, counting backward from the IFT publication date.

2. The Tenderer shall have successfully completed at least 03 contracts for the supply and related services of IoT-based monitoring systems for hydrological/ hydrogeological/ hydrographic/ meteorological/ groundwater/ environmental/ water quality or telemetry applications within the last 08 years, supported by Completion Certificates.

3. The cumulative value of the three (03) contracts shall be at least BDT 450.00 lakh, including at least 01 contract worth BDT 200.00 lakh completed for a GoB/ Semi-Government/ Autonomous Institution.

4. The Tenderer shall have successfully completed at least 01 contract for the design, development, deployment, and commissioning of an AI-enabled Decision Support System (DSS) or software application with web-based dashboards/database integration and analytics supported by a Completion or Performance Certificate.

5.The Tenderer must provide documentary evidence of successfully commissioning and operationalizing an automated groundwater monitoring system covering a minimum of 50 monitoring wells under one or more contracts.

Other details (if applicable) :

The required average annual turnover of the Tenderer shall be at least of the amount of BDT 600.00 Lakh over the last three financial years
The minimum amount of financial resources as liquid asset or working capital or credit line(s) or specific credit commitment or in any combination of them, of the Tenderers shall be BDT 350.00 Lakh
The Tenderer shall submit with its Tender the following additional documents:

Copy of the updated and renewed trade license in the name of the organization
Copy of TAX Identification Number (TIN)
Copy of the VAT registration certificate in the name of the organization
Copy of the national ID card of the owner of the organization
Original receipt of the tender purchase
Manufacturer’s catalogue/ brochure/ leaflets or any other similar documents of the offered product
Manufacturer’s authorization certificate is required for the items: a)Data logger b)Sensor & c)Data connecting cable & related items
The bidder will furnish documentary evidence that the proposed Manufacturer(s) meets the following requirements: a) The Manufacturer(s) should have at least 03 years of relevant manufacturing experience (i.e. years counting backward from the date of publication of the Invitation for Tender) & b)The Manufacturer should have annual manufacturing capacity Double of the offered quantities
Supply record of the manufacturer for the last three years
