| Eligibility of Consultant : |
1. Legal/Financial Standing: Similar to tenderers, firms need valid legal documents. Individual consultants must be Bangladeshi nationals (unless specified otherwise) and are expected to have fulfilled their tax obligations.
2. Educational Qualifications: A relevant university degree (e.g., Bachelor's/Master's in Engineering, Finance, Economics, etc.) is usually a minimum requirement, often with preference for advanced degrees or professional certifications (like a post-graduate diploma in procurement or a CMC credential).
3. Professional Experien:
*General Experience: A minimum number of years of professional experience in a related field (e.g., 05 years of professional experience).
*Specific Experience: Proven working experience on similar assignments, often within government, donor-funded projects (e.g., World Bank, ADB), or specific industries like construction, IT, or PPP projects.
*Skills: Strong communication skills (English and Bengali), computer literacy (MS Office, e-GP systems), and the ability to work in multi-disciplinary teams are frequently required.
*Evaluation: Consultants are usually evaluated based on a points system for qualifications and an interview, as per the Public Procurement Rules, 2025

1. Feasibility Study
• Site assessment (land use, topography, access)
• Environmental screening, traffic analysis and social impact analysis
• Traffic and accessibility analysis
• Economic analysis with EIRR/FIRR and financial viability analysis:
• Risk analysis.
2. Master Planning (230 Union Sites)
• Land use zoning for 230 sites each having at least 3.00 Acres area.
• Integration of:
o Football/Cricket stadium
o Futsal ground
o Indoor stadium (3-story) : for table tennis, carrom, judo, taekwondo, chess, gymnasium, badminton, volleyball, basketball, plus office space.
o Playfields, Walkway/ Footpath, drainage, utilities, substation, toilet block. Water supply and sanitation,
3. Detailed Design
• Architectural designs (all structures)
• Structural designs (Super structure or Sub-structure or foundation design at 230 sites)
• Electrical, plumbing, and utility systems
• Landscape and external works
• Approval stages: All design/drawings need approval from NSC
4. Special Tasks (230 Union Sites)
• Digital topographic survey
• Soil investigation and geotechnical analysis
• Foundation design
5. Costing
• Engineer’s estimate, rate analysis
• Bill of Quantities (BOQ) for all 10 sites as per PWD schedule.
• Preparation of Draft DPP
6. Others (Seminar/Workshop
• Arrange 01 (one) Seminar/workshop

delivery capacity required : |
• Firm should have Proven experience in sports infrastructure planning
• Multidisciplinary team including:
o Principal Architect -BSc Arch having 5 years of experience
o Structural engineer – BSc Engg Civil having 5 years of experience
o Geotechnical Engineer - BSc Engg Civil having 5 years of experience
o Environmental specialist- BSc in Environment having 5 years of experience
o Economist – MSc in Economics having 5 years of experience
o Cost estimator
• Experience in similar multi-site projects preferred
• Eligibility: Firms with minimum 5 years experience, at least 2 similar feasibility + design projects of sports complexes/stadiums worth BDT 40 lakh each. Valid trade license, TIN, VAT registration.
