Title-1: Building Zero Complaint Police Stations: A Model for Citizen-Centric Service Delivery and Accountability Background of the project: Public trust is essential for democratic policing. In Bangladesh, citizens still face delays, poor communication, and weak accountability in police services. Modern policing emphasizes citizen-centric service, procedural justice, and digital governance. A “Zero Complaint Police Station” aims to reduce complaints through transparency, professionalism, and efficient service delivery. This study explores how such a model can improve accountability, service quality, and public trust in Bangladesh Police. Objectives of the Assignment: 1. To identify institutional and behavioural causes of public dissatisfaction. 2. To examine citizen satisfaction and trust in police services. 3. To explore the role of smart policing and accountability systems in service improvement.
1. The organization and Chief Researcher must have a minimum of 3 (three) years of research experience. 2. Research experience as the Chief Executive of a firm; Educational qualifications of the Chief Executive of the firm as per Bangladesh Police Gobeshona Nitimala, 2018. 3. Experience Certificate & Resumes of the Chief Researcher(s), Researcher(s) & Research Associate(s) must be attached along with Letters of Consent to participate in and conduct the research. 4.Relevant Publications of the firm & Researcher must be attached, including references (books, articles, and research papers). 5. Capacity of the firm, including infrastructure, logistics and transportation facilities, office equipment (e.g., photocopiers and scanners), and the number of researchers and supporting personnel. 6. Attested copies of all relevant documents mentioned above must be submitted in e-GP System.
Research proposals, prepared in English, must include the following components: (I) Title of the Research;(II) Abstract/Executive Summary;(III) Introduction; (IV) Problem Statement;(V) Research Rationale;(VI) Research Question(s) and Objective(s);(VII) Scope of the Research;(VIII) Literature Review;(IX) Research Methodology;(X) Chapter Outline;(XI) Timeline ;(XII) Conclusion; and (XIII) References. (a) EoI proposals must be accompanied by a cover letter addressed to the official inviting this Expression of Interest (EoI) (please see the details provided below). (b) A separate title page and the curriculum vitae (CV) of the researcher(s) must be attached to the research proposal. (c) The proposed Expression of Interest (EoI) must correspond to one of the research titles specified above. (d) Incomplete EoIs shall not be considered. (e) The Research firm & EoIs shall be reviewed, shortlisted, selected in accordance with the provisions of the PPA-2006, PPR-2025 and Bangladesh Police Gobeshona Nitimala, 2018 (f) Shortlisted research firms shall be required to present their proposed research before the selection committee through the designated researcher(s) prior to final selection and Chief Researcher presence is msndatory during presentation.
