| Eligibility of Consultant : |
The Procuring Entity invites eligible consulting firms to express their interest in providing the required consulting services. The interested consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The consultants shall have the legal capacity to enter into a contract and shall not be under a declaration of ineligibility or otherwise debarred in accordance with the Public Procurement Act, 2006, the Public Procurement Rules, 2025, and other applicable laws and regulations of Bangladesh.

| Brief Description of assignment : |
The Bangladesh Municipal Development Fund (BMDF) intends to engage a qualified Consulting Firm to conduct a comprehensive feasibility study for the Development of Surface Water Treatment Plant (SWTP) and Water Supply Network in Chandpur Municipality. The assignment is being undertaken under the Technical Assistance (TA) framework of the Memorandum of Understanding (MoU) between BMDF and Water.org to support sustainable investment in urban water supply and sanitation infrastructure.
The scope of the assignment includes assessment of existing water supply infrastructure, demand forecasting, identification and evaluation of suitable surface water sources, engineering investigations, hydraulic modelling, preliminary engineering design of the SWTP and water supply network, cost estimation, financial and economic analyses, environmental and social assessments, climate resilience assessment, stakeholder consultations, identification of statutory approvals, and preparation of the Feasibility Study Report and Development Project Proposal (DPP). The study will recommend a technically feasible, financially viable, environmentally sustainable, and climate-resilient solution in accordance with the applicable Government of Bangladesh requirements and relevant development partner standards.[A detailed ToR is available at: www.bmdf.gov.bd].

Experience, Resources and
delivery capacity required : |
Interested Consulting Firms shall provide information demonstrating their qualifications and relevant experience to perform the assignment. The EOI will be evaluated based on the following criteria:
(a) Company Profile and General Experience
Company profile, organizational structure, legal registration documents, areas of expertise, and a minimum of 10 (ten) years of general experience in consultancy services relevant to water supply, WASH, municipal infrastructure, or similar projects.
(b) Experience in Similar Assignments
Experience in successfully completing at least three (3) similar assignments during the last ten (10) years, including feasibility studies, surface water treatment plants (SWTP), water supply systems, WASH projects, hydraulic modelling, environmental and social assessments, and preparation of Development Project Proposals (DPPs), where applicable.
(c) Experience in Similar Operating Environment
Experience in Government, Local Government, Development Partner, or donor-funded projects related to municipal infrastructure, water supply, SWTP, or WASH.
(d) Technical Capacity
Availability of qualified key professionals and adequate technical resources to successfully carry out the assignment.
(e) Managerial Strength and Financial Capacity
Managerial capability supported by audited financial statements for the last three (3) years, with satisfactory financial capacity and bank solvency/liquid assets.

(a) Submission of e-EOI
Interested Consulting Firms shall submit their e-EOI electronically through the National e-GP System Portal on or before the date and time specified in the e-GP Notice. Hard copy or offline submission shall not be accepted. To submit an e-EOI, the Applicant must be registered in the National e-GP System (www.eprocure.gov.bd). Detailed guidelines are available in the National e-GP System Portal and from the e-GP Help Desk (helpdesk@eprocure.gov.bd).
(b) Association of Firms
Consulting Firms may associate with other firms to enhance their qualifications in the form of a Joint Venture (JV), Consortium/Association, or Sub-consultancy. The nature of the association shall be clearly stated in the EOI. In the case of a Joint Venture, all members shall be jointly and severally liable for the performance of the assignment, and the roles and responsibilities of each member shall be clearly defined in the Joint Venture Agreement.
(c) Documents to be Submitted
The Applicant shall submit the following documents as part of the Expression of Interest (EOI):
1. Letter of Expression of Interest (EOI);
2. Company Profile/Brochure;
3. Certificate of Incorporation/Registration;
4. Valid Trade License;
5. TIN Certificate;
6. VAT Registration Certificate (BIN);
7. Audited Financial Statements for the last three (3) financial years;
8. Bank Solvency Certificate or other evidence of financial capacity;
9. List of similar assignments with completion certificates/client references;
