Title-12: Technology-Enabled Anti-Narcotics Policing in Rohingya Camps: Assessing the Effectiveness of deployment of Integrated Unmanned Aerial Surveillance Systems and Drug Detection Canine Units in Combating Drug Trafficking.
Background: Drug trafficking remains a major security and public safety concern in the Rohingya camps of Cox’s Bazar, where high population density, complex terrain, and proximity to cross-border trafficking routes create significant challenges for conventional law-enforcement operations. Traditional patrol and surveillance methods may have limitations in ensuring continuous monitoring, timely detection, and effective intelligence collection across these high-risk areas.
The integration of Unmanned Aerial Surveillance Systems (drones) with drug-detection canine (K9) units offers a technology-enabled approach to strengthen anti-narcotics policing. Drones can support wider-area surveillance and rapid identification of suspicious activities, while K9 units can assist operational teams in detecting narcotics during targeted interventions. An integrated Drone-K9 model may therefore enhance surveillance capacity, operational responsiveness, and the efficient use of policing resources.
This project will assess the operational effectiveness, cost-efficiency, scalability, and community acceptability of an integrated Drone-K9 anti-narcotics surveillance model through a pilot intervention in selected high-risk Rohingya camp areas. It will also examine changes in drug-related seizures, trafficking incident detection, arrests, and intelligence reporting, while identifying operational challenges and lessons learned. The findings are expected to provide evidence-based recommendations for determining the feasibility of wider deployment of this technology-enabled policing approach across Rohingya camp areas.

Experience, Resources and
delivery capacity required : |
1. The organization and Chief Researcher must have a minimum of 3 (three) years of research experience.
2. Research experience as the Chief Executive of a firm; Educational qualifications of the Chief Executive of the firm as per Bangladesh Police Gobeshona Nitimala, 2018.
3. Experience Certificate & Resumes of the Chief Researcher(s), Researcher(s) & Research Associate(s) must be attached along with Letters of Consent to participate in and conduct the research.
4.Relevant Publications of the firm & Researcher must be attached, including references (books, articles, and research papers).
5. Capacity of the firm, including infrastructure, logistics and transportation facilities, office equipment (e.g., photocopiers and scanners), and the number of researchers and supporting personnel.
6. Attested copies of all relevant documents mentioned above must be submitted in e-GP System.

Research proposals, prepared in English, must include the following components:
(I) Title of the Research;(II) Abstract/Executive Summary;(III) Introduction; (IV) Problem Statement;(V) Research Rationale;(VI) Research Question(s) and Objective(s);(VII) Scope of the Research;(VIII) Literature Review;(IX) Research Methodology;(X) Chapter Outline;(XI) Timeline ;(XII) Conclusion; and (XIII) References.
(a) EoI proposals must be accompanied by a cover letter addressed to the official inviting this Expression of Interest (EoI) (please see the details provided below).
(b) A separate title page and the curriculum vitae (CV) of the researcher(s) must be attached to the research proposal.
(c) The proposed Expression of Interest (EoI) must correspond to one of the research titles specified above.
(d) Incomplete EoIs shall not be considered.
(e) The Research firm & EoIs shall be reviewed, shortlisted, selected in accordance with the provisions of the PPA-2006, PPR-2025 and Bangladesh Police Gobeshona Nitimala, 2018
(f) Shortlisted research firms shall be required to present their proposed research before the selection committee through the designated researcher(s) prior to final selection and Chief Researcher presence is msndatory during presentation.
