Brief Description of assignment :

Title-7: Urban Vulnerability, Crime and Community Safety: Policing Dynamics in Bihari Settlements of Dhaka (Bihari Camp, Mirpur and Geneva Camp, Mohammadpur).   

Background: Bihari Camp in Mirpur and Geneva Camp in Mohammadpur are among Dhaka’s largest and oldest Bihari settlements. Despite the recognition of citizenship rights for camp-born residents in 2008, these communities continue to experience significant socioeconomic and institutional vulnerabilities. High population density, unemployment, limited educational and livelihood opportunities, inadequate public services, and informal governance structures contribute to a complex security environment. Common concerns include drug abuse and trafficking, theft, gambling, extortion, interpersonal violence, and juvenile delinquency. The densely built environment, narrow lanes, and restricted police mobility further complicate conventional law-enforcement activities.
Police-community relations are also affected by mistrust and perceptions of discrimination and institutional neglect, which may discourage crime reporting and cooperation with law enforcement. Community-Oriented Policing (COP), with its emphasis on partnership, trust-building, problem-solving, and proactive engagement, may provide an effective response to these challenges. This study will comparatively examine urban vulnerability, crime patterns, community safety, and policing dynamics in the two camps and assess how community-oriented policing can strengthen crime prevention, police-community cooperation, and residents’ well-being.

Experience, Resources and
delivery capacity required :

1. The organization and Chief Researcher must have a minimum of 3 (three) years of research experience.
2. Research experience as the Chief Executive of a firm; Educational qualifications of the Chief Executive of the firm as per Bangladesh Police Gobeshona Nitimala, 2018.
3. Experience Certificate & Resumes of the Chief Researcher(s), Researcher(s) & Research Associate(s) must be attached along with Letters of Consent to participate in and conduct the research.
4.Relevant Publications of the firm & Researcher must be attached, including references (books, articles, and research papers).
5. Capacity of the firm, including infrastructure, logistics and transportation facilities, office equipment (e.g., photocopiers and scanners), and the number of researchers and supporting personnel.
6. Attested copies of all relevant documents mentioned above must be submitted in e-GP System.

Research proposals, prepared in English, must include the following components:
(I) Title of the Research;(II) Abstract/Executive Summary;(III) Introduction; (IV) Problem Statement;(V) Research Rationale;(VI) Research Question(s) and Objective(s);(VII) Scope of the Research;(VIII) Literature Review;(IX) Research Methodology;(X) Chapter Outline;(XI) Timeline ;(XII) Conclusion; and (XIII) References.
(a) EoI proposals must be accompanied by a cover letter addressed to the official inviting this Expression of Interest (EoI) (please see the details provided below).
(b) A separate title page and the curriculum vitae (CV) of the researcher(s) must be attached to the research proposal.
(c) The proposed Expression of Interest (EoI) must correspond to one of the research titles specified above.
(d) Incomplete EoIs shall not be considered.
(e) The Research firm & EoIs shall be reviewed, shortlisted, selected in accordance with the provisions of the PPA-2006, PPR-2025 and Bangladesh Police Gobeshona Nitimala, 2018
(f) Shortlisted research firms shall be required to present their proposed research before the selection committee through the designated researcher(s) prior to final selection and Chief Researcher presence is msndatory during presentation.
