| Eligibility of Consultant : |
1. Legal status & years in operation: The firm must be a legally registered entity in Bangladesh with at least ten (10) years of operation.
2. General experience: The firm must have at least 7 (seven) years of experience in the design, development, and implementation of software solutions, Mobile Application for Government, Semi-Government, or Autonomous bodies.
3. Statutory registration: The firm must have a valid and up-to-date Trade License, TIN, VAT Registration Certificate and Tax Payment / Clearance Certificate for the last year.
4. Web-based e-Government systems experience: The bidder must have successfully completed at least two (02) web-based-Government software projects with a combined contract value of BDT 2 (Two) crore within the last three (03) years, Completion Certificates for the specified projects must be submitted as supporting evidence.
5. Domain-specific experience (advantageous): The firm must have proven experience in handling big data ecosystems and high-volume transactional systems. The firm should demonstrate prior work involving large-scale data processing, real-time data pipelines, distributed data architectures, and analytics solutions capable of managing millions of records or events per day.
6. Demonstrated experience working with relevant big-data / analytics project and/or telecom/mobile network data, mobility data, geospatial analytics or location-based services will be considered a significant advantage and should be clearly documented. At least one such project should have been completed within the last five (5) years. In addition, the firm must have proven experience in executing large-scale data migration projects for Government entities or any other renowned organization, with supporting evidence such as work orders or completion certificates

Selection of firms for Software Solution for the Big Data Analysis Platform & Databases (Procurement, Supply, installation of DBMS Software, Virtualization of servers, network, storage, ETL Solution, Visualization, Analytics, Encryption, Security, Big Data Solution etc. and other related services) for Bangladesh Bureau of Statistics (BBS)
The overall objective of the assignment is to design, develop, deploy and operationalize a secure Big Data analysis software solution which will enable BBS to:
Receive, store and process large volumes of anonymized mobile network data (e.g. cell-tower / signaling / mobile phone positioning data) from licensed mobile network operators or any other big data source for piloting in BBS.
Generate tourism and mobility indicators (e.g. tourist density, tourist vs resident, seasonal patterns).
Provide dashboards, APIs and visualizations for BBS, and selected stakeholders.
Ensure privacy-preserving processing, secure data management and compliance with relevant laws and regulations of Bangladesh.
Build the capacity of BBS staff through structured training and knowledge transfer to operate, maintain and further develop the platform.
Detailed requirements analysis & system design;
Big Data ingestion, storage and processing (batch and streaming);
Tourism and mobility analytics (algorithms and geospatial analytics);
Dashboards, APIs and visualization;
Security, privacy and legal compliance (including Statistics Act 2013);
Capacity building and documentation (SOPs, manuals, training, and support to BBS during pilot and initial production rollout).

7. Financial capacity: The firm must submit Audit Reports for the last 3 (three) years showing an average annual turnover of at least BDT 5 (Five) Crore. The firm shall demonstrate adequate financial capacity with liquid assets / working capital / credit facilities of at least BDT 7 (seven) crore, supported by appropriate documentation from a reputable bank. A certificate or proof of the available liquid asset/ working capital/ credit line must be issued by the Concerned Authority. A current bank solvency certificate must be submitted.
8. Certifications and professional affiliation: The firm shall have valid certification of ISO 9001:2015 (Quality Management) or latest and ISO 27001:2022 or latest. The firm shall be a member in good standing of the Bangladesh Association of Software and Information Services (BASIS).
9. Human resources & technical team: The firm must have at least 50 (fifty) full-time ICT personnel on its payroll, including Project Managers, Team Leaders, System Analysts, Business Analysts, Software Developers, Data Science Engineering, UI/UX Designers, Database Expertise, QA/Test Engineers, Network Engineers, Python Developer, Data Warehouse Expert ,DevOps Engineers, Security Specialists, Technical Support Engineers, and Trainers, involved in the design, development, testing, deployment, and implementation of web and mobile-based software solutions.
10. Data Residency and Hosting: The proposed solution shall be primarily hosted in the BBS Data Centre within Bangladesh.
11. Joint ventures / associations (if applicable): Joint ventures (JVs) may be permitted in accordance with the Public Procurement Rules 2025.

Bangladesh Bureau of Statistics (BBS) is implementing the project “Capacity Building of Statistics Service Based on Platform” to modernize the national statistical system through an Integrated Statistical Data Warehouse (ISDW) and Big Data analysis platforms.
As part of this initiative, BBS intends to establish a small-scale Big Data analysis platform that can use anonymized mobile network data to produce high-quality, timely tourism statistics and related mobility indicators (or any alternative big data sources). The system will primarily support both historical analysis and near real-time monitoring of tourist density and movement patterns, and will be designed for the analysis of other sources of big data in future.
