| Eligibility of Consultant : |
- Ownership: The consulting firm must be entirely Bangladeshi-owned (fully owned by Bangladeshi citizen/citizens).
- Experience: Must have a minimum of 10 (ten) years of experience as a consulting firm.
- Government Project Experience: Within the last 3 (three) years, the firm must have experience/work orders for the installation and operation of at least 3 (three) software systems for similar development projects of government institutions, with each work order valued at no less than 20.00 (twenty) Lakh Taka
- Firm registration certificate (Updated BASIS and BCS Membership)
- International certifications, with preference given to ISO 27001 and ISO 9001 accreditation
- Up-to-date trade license, VAT registration certificate, and tax return certificate
- A brief brochure demonstrating the firm's competencies
- List of similar works completed in the last 5 years and a complete list of works executed to date
- Bank solvency certificate and audit reports for at least the last 3 (three) years
- The service provider shall maintain a full-time professional team comprising qualified and experienced personnel in Project Management, Backend Development, Frontend Development, System Architecture, Database Administration (DBA), Software Quality Assurance (SQA), DevOps, Training, System Maintenance, Integration, and Helpdesk Support. The team must be capable of providing comprehensive technical and operational support through both online and onsite (offline) channels.

| Brief Description of assignment : |
- Conduct a detailed requirements assessment and stakeholder consultation to identify and document the functional, technical, security, usability, performance, and data management requirements of the proposed system.
- Prepare updated Business Requirements Documents (BRD), Software Requirements Specifications (SRS), and Software Design Documents (SDD) in consultation with relevant stakeholders.
- Modernize and enhance the public website and administrative management system.
- Establish an integrated digital workflow encompassing applicant registration, trainee selection, admission, training, attendance, assessment, certification, and job placement processes.
- Maintain a reliable, comprehensive, and non-duplicative trainee database containing demographic, educational, socio-economic, training, assessment, certification, and employment information.
- Provide role-based dashboards and reporting capabilities for the authorized stakeholders.
- Strengthen the monitoring of project targets, training delivery, attendance, completion, competency achievement, certification, employment, and retention outcomes.
- Support secure integration with approved Government systems, identity services, SMS gateways, email services, and relevant certification or employment platforms.
- Improve system accessibility, bilingual content support, responsiveness, usability, and compliance with applicable Government digital standards.
- Establish secure hosting, backup, disaster recovery, system monitoring, and operational support arrangements.
- Transfer the source code, database, documentation, credentials, and technical knowledge to the Procuring Entity.
- Provide warranty, maintenance, helpdesk, and technical support services for the period specified in the Contract.

1. Guidelines: Consultants will be selected in accordance with PPA 2006, PPR 2025, and the latest amendments to the public procurement procedures issued by GOB.
2. Next Step: Shortlisted firms will subsequently be invited to submit detailed Technical and Financial Proposals (RFP).
3. Joint Venture: Consulting firms may form a Joint Venture (JV) to enhance their qualifications.
4. Submission Guidelines: Proposals must be submitted in a sealed envelope to the address of the undersigned. No application will be accepted after the specified deadline.
