b) The Tenderer or its principal manufacturer of the proposed brand shall have similar experience of the supply, installation, testing and commissioning of a congress-type multimedia conference system with civil and electro-mechanical works in any national-level assembly hall or congress hall or parliament hall of any country must be completed under a single contract with a minimum value of BDT 2800.00 lac, in either the public or private sector, within last 10 years.

c) The required Average Annual Construction Turnover shall be greater than BDT 5600.00 Lac in the last 05 years. The period may be best 3 years in last 5 years. 

d) The minimum amount of financial resources Liquid Asset or Working Capital or Credit line(s) or specific credit commitment or in any combination of them, of the Tenderers shall be BDT 2800.00 Lac.
e) The Tenderer must be an authorized Sole Agent/Distributor of the Congress-Type Conference System Brand proposed in the Tender and must submit its all valid supporting documents issued by original manufacturing company.

f) The Tenderer shall also comply with any other eligibility criteria specified in the ITT & TDS.

B. Parameter-Based Architectural Acoustic Works

The Tenderer shall submit a detailed priced breakdown for its proposed architectural acoustic solution, based on its Tender-stage technical proposal, preliminary modeling, verified available information, performance obligations and heritage constraints.

The breakdown shall identify, as applicable:

Acoustic Treatment System / Intervention, including:
Unique item or system ID;
Proposed treatment type;
Proposed location/zone;
Manufacturer/system/reference description where proposed;
Principal acoustic performance characteristics;
Proposed unit of measurement;
Tenderer-estimated quantity;
Unit rate;
Total amount; and
Reference to the relevant drawing, technical proposal or treatment schedule
Separate prices, where applicable, for:
Acoustic material to be used including fitting, fixing and installation,
Vibration/isolation treatment where required;
Associated support frames, suspension systems and reversible fixings;
Secondary steel/support assemblies;
Heritage-sensitive interface and protection works;
Access systems and temporary works necessary for installation;
Making good and reinstatement;
Fire stopping and interface sealing;
Samples and full-scale mock-ups;
Laboratory tests, certificates and product performance evidence;
Installation, supervision and specialist labor;
Final acoustic measurement and performance verification;
Adjustment/remedial treatment necessary to achieve the guaranteed performance criteria; and
All other incidental components required to provide a complete and functional acoustic treatment system.

Architectural Acoustic Works Reconciliation, demonstrating that:

The total of all detailed acoustic-treatment items;
The total of all location/work-package summaries; and
The amount entered for Parameter-Based Architectural Acoustic Works in the applicable Price schedule are identical, subject only to expressly identified rounding adjustments.

C. Pricing and Responsibility Requirements

The detailed priced breakdowns shall be consistent with the Tenderer’s Technical Proposal, proposed design methodology, preliminary acoustic modeling, performance guarantees and heritage-sensitive intervention strategy.

The Tenderer shall price all resources, components, accessories, specialist services, fixings, interfaces, testing, adjustment and incidental work necessary to achieve the specified performance requirements, whether or not every individual component is expressly listed in the indicative breakdown format.

Quantities included in the Tenderer’s detailed priced breakdown for Parameter-Based Architectural Acoustic Works shall be the Tenderer’s own Tender-stage design quantities/estimating quantities. The detailed priced breakdown shall not convert the performance-based/parameter-based Contract into a re-measurement contract,

The Tenderer shall remain responsible for determining the final type, quantity, location, geometry, configuration and installation details of acoustic treatment necessary to achieve the Contract performance requirements, following the required surveys, measurements, calibrated modeling, detailed design, mock-ups and approvals subject to heritage requirements.

Any difference between the Tender-stage estimating quantities and the final quantities required to meet the specified performance shall not, by itself, entitle the Contractor to additional payment where such work falls within the defined lump-sum performance obligation.

The Procuring Entity may use the detailed priced breakdown for:

Financial evaluation to the extent permitted by the Tender Document;
Checking arithmetic and internal price consistency;
Identifying omissions or inconsistencies;
Assessing abnormally high or low priced components where applicable;
Valuation of approved variations;
Payment allocation/milestone administration where expressly adopted;
Assessment of additions or omissions; and
Contract administration

No alternative technical solution, qualification, exclusion, assumption or departure affecting the Tender Price shall be concealed solely within the financial breakdown. Any technical deviation shall be disclosed in the prescribed Technical Deviation Schedule in accordance with the Tender Document.
The totals of all detailed priced breakdowns shall reconcile exactly with the corresponding amounts entered in the Tenderer’s Price Schedules and ultimately with the Tender Price stated in the Financial Offer.
Failure to submit a required priced breakdown, material inconsistency between the breakdown and the Financial Offer, or omission of a material scope component shall be dealt with in accordance with the applicable ITT provisions governing examination, clarification, responsiveness and financial evaluation and may result in non-responsiveness.
 

Tenderers shall quote for the entire Plant and Installation Services on a single responsibility basis.

The Tender Price shall be deemed to include the complete cost of designing, engineering, supplying, manufacturing, procuring, delivering, installing, integrating, testing, commissioning, verifying and handing over the complete Works necessary to achieve the specified Functional Guarantees, Minimum Mandatory Technical Requirements, Procuring Entity’s Requirements and all other requirements of the Tender Document.
The Tender Price shall include, without limitation:

• acoustical assessment and baseline measurements;
• dimensional/site survey and verification;
• detailed room-acoustic and electro-acoustic design;
• 3D acoustic modeling, calibration and simulation;
• architectural acoustic treatment;
• sound reinforcement system;
• congress/conference and multimedia system;
• DSP, audio networking and control systems;
• integration with SIS, interpretation, broadcast, recording and other identified interfaces;
• detailed engineering and calculations;
• heritage-sensitive design, protection and installation measures;
• structural verification for suspended/mounted equipment and acoustic treatment;
• electrical, UPS, earthing and associated integration;
• racks, containment, cables, connectors and accessories;
• software, licences and configuration;
• FAT, SAT, testing, commissioning and acceptance testing;
• training;
• mandatory spares and special tools where included in the relevant price schedule;
• O&M documentation, as-built drawings, editable files, configuration files and backups;
• warranty, defects-liability obligations and contractual support;
• temporary works, access arrangements and making good; and
• All incidental items reasonably necessary for a complete, safe, operational and contract-compliant system.

Where the Tenderer is responsible for detailed design, the Tenderer shall determine and include in its Tender Price all quantities, components, accessories, engineering and works necessary to achieve the specified Functional Guarantees and contractual performance requirements.

Where, following the Contractor’s detailed survey, measurement, modeling or design development, additional or modified acoustic treatment, loudspeaker coverage, DSP processing, equipment, cabling, supports or other components are required solely to achieve the Contractor's guaranteed performance and the requirements reasonably inferable from the Tender Document, such requirement shall be deemed included in the Contract Price and shall not constitute a Variation.
 

The required Technical Proposal shall include the following additional information:

## Documentary evidence establishing conformity of the proposed Plant, Materials, Equipment and Services with the Tender Document shall include, as applicable, technical literature, drawings, calculations, test certificates, simulation results, compliance schedules and other evidence sufficient to demonstrate that the offered solution satisfies the specified functional, technical, performance, interoperability, heritage, safety and lifecycle requirements.

The Tenderer shall provide the following:

A statement of “Comply” without supporting documentary evidence shall not, by itself, establish compliance where the Tender Document requires a technical value, performance prediction, calculation, certificate, model, test result or other objective evidence.

Acoustic performance data shall identify the exact tested assembly, thickness, air cavity, backing material, mounting condition, edge condition and frequency-dependent absorption coefficient or other applicable acoustic rating. Data for a materially different construction shall not be accepted as evidence for the proposed assembly unless technical equivalence is substantiated.

In addition to the requirements of ITT 29.3, Tenderers shall submit documentary evidence sufficient to establish conformity of all major Materials, Equipment and Services with the Technical Specifications, MMTR, Functional Guarantee Schedule and Section 6 requirements.

Documentary evidence shall include, as applicable, original manufacturer data sheets, technical characteristics, compliance matrices, independent/OEM test certificates, applicable standards and certifications, acoustic material test data, acoustic and electro-acoustic simulations, design calculations, system architecture, interface information, redundancy/failover evidence, manufacturer authorization, lifecycle support information and a clause-by-clause evidence cross-reference.

A general declaration of “Comply” shall not substitute for objective documentary evidence where a quantified, certified or demonstrated requirement is specified.
Alternative standards, products or solutions claimed to be equivalent or superior shall be supported by a point-by-point technical comparison and evidence demonstrating equivalence in performance, integration, safety, heritage compatibility, lifecycle support and all other relevant contractual requirements

The procurement comprises one complete single-responsibility, performance-based turnkey lot. Financial evaluation shall be based on the Total Tender Price for the complete scope after application of any unconditional discount and other adjustments expressly permitted under the Tender Document.

The detailed priced breakdowns for Parameter-Based Acoustical Assessment and Design Services and Parameter-Based Architectural Acoustic Works shall be examined for completeness, internal consistency, omission, front-loading and unbalanced pricing, but shall not convert the lump-sum performance-based Contract into a re-measurement contract.

The Tenderer shall be financially responsible for achieving the specified Functional Guarantees within its quoted Total Tender Price.
Evaluation shall be carried out strictly in accordance with the applicable e-PG5A ITT, TDS, prescribed Price Schedules and e-GP System procedures.
