1. Firm must submit valid and updated legal and business documents, including Trade License, TIN, VAT Registration (BIN), Certificate of Incorporation, Updated Income Tax Certificate.
2. Must have proven experience in the design, development, and implementation of at least 10 web-based/e-government software projects of which a minimum of 5 projects must involve digitalization and automation of government service functions, covering the full SDLC, with at least two projects valued at more than BDT 1(One) Crore each. URLs of active/live applications must be provided.
3. Must have work experience with Department of shipping/maritime related software experiences with government. Relevant work odder/work completion certificate needs to be attached.
4. Minimum 50 (Fifty) numbers of full-time software personnel including Project Manager, Business Analyst, System Analyst, Software Architect, Database Administrator, System Administrator, Web Administrator, Software Engineer (Web and Mobile), Technical Writer, Quality Assurance Engineer, Software Testing Engineer, Data Entry Operator, Software Trainer, Training Manager, Software Maintenance Engineer, HR domain expert, Integration Expert and Helpdesk Support Personnel
 

1.System Enhancement & Customization: Design, develop, and implement new features, modules, and enhancements for SDMCP based on DOS business requirements and approved change requests.
2.Change Request Management: Analyze, estimate, and implement functional and technical change requests while ensuring minimal disruption to existing services.
3.Bug Fixing & Code Optimization: Identify, troubleshoot, and resolve software defects, performance bottlenecks, and security issues in a timely manner.
4.Integration & API Development: Develop, enhance, and maintain integrations with internal and external systems (e.g., government platforms, third-party services, APIs).
5.Version Control & Release Management: Maintain proper source code management, versioning, and controlled deployment of new releases across environments (dev/test/production).
6.Testing & Quality Assurance: Conduct unit testing, system testing, and support user acceptance testing (UAT) to ensure stability and quality of new developments.
7.Documentation & Technical Updates: Prepare and update technical and functional documentation for all development activities and system changes.
8.Security-by-Design: Ensure all development follows secure coding practices and complies with applicable government cybersecurity policies and standards.
9.Continuous Operation: Ensure the SDMCP system remains available and operational, with minimal downtime and prompt recovery from any issues.

1. Yearly average turnover of the firm shall be at least Tk. 10 (Ten) Crore for the last 03 years audit report by registered Audit firm.
2. Must have updated BASIS & BCS Membership Certification.
3. Must have an updated ISO 27001 & ISO 9001 and CMMI Level 3 (Development) certifications.
4. Firms should have experience of software development which would maintain the standard for compatibility SQTC testing assessment certification from Bangladesh Computer Council (BCC). Certificate and Testing Report issued by BCC.
5. The companies must have Data migration & NID integration experiences of any government project.
6. Firm should demonstrate logistical capability, including a well-equipped and functional office space located in Dhaka with the required facilities

1.Timely Support: Provide rapid response and resolution for incidents or service requests to maintain service continuity.
2.Preventive Maintenance: Conduct regular health checks and updates to prevent failures and optimize system performance.
3.User Support & Training: Assist end-users through a helpdesk, training sessions, and documentation to facilitate smooth system usage.
4.Knowledge Transfer: Equip DOS IT staff and designated super-users with sufficient knowledge to manage and operate the system.
5.Compliance & Reliability: Maintain the system in accordance with relevant policies and standards, ensuring data integrity and reliable service delivery.

Shortlisted firms will be selected according to PPR 2025. Only the shortlisted firms will be issued for RFP.
