| Eligibility of Consultant : |
(1) The firm must be registered with the Institute of Chartered accountants of Bangladesh (ICAB) and possess a valid practicing certificate.
(2) The firm shall submit documentary evidence in support of its eligibility and qualifications; including:
I) ICAB Registration and Valid Practicing Certificate,
II) Evidence of Enlistment with Financial Reporting Council (FRC), Bangladesh Bank/Bangladesh Securities and Exchange Commission (BSEC),
III) Firm Profile along with Brochure summarizing its key facilities and areas of expertise,
IV) List of Key Professionals such as Partners (FCA), Qualified CAs (ACA), Partly Qualified Officials (their Qualifications and signed CVs with Photograph), Course Completed and Articled Students along with description of related Assignments and Experiences in similar working conditions,
V) List of Similar Assignments completed during the last three (3) years along with supporting Documents,
VI) Updated Trade License (If any), TIN and BIN Certificates,
VII) Income Tax Certificate along with Tax Return Acknowledgment Receipt for the latest Assessment Year,
VIII) Audit Report of the Firm of last 03 (Three) Fiscal Years,
IX) Bank Solvency Certificate along with Bank Statement from 01/07/2025 to 30/06/2026.
(3) All Certificates of Experience from the clients shall be in client’s letterhead indicating address, telephone numbers and e-mail of the clients and shall include name of the assignment, duration of service and contract amount.
(4) The firm shall not have any Conflict of Interest in relation to this assignment and shall provide a declaration to that effect.
(5) Black Listed firms from Financial Reporting Council (FRC), Bangladesh Bank and BSEC are strongly discouraged to apply.

| Brief Description of assignment : |
Providing Consultant Service as Statutory External Auditor of 04 (four) funds of Karnaphuli Gas Distribution Company Ltd. (KGDCL) for the fiscal year 2025-2026, namely Provident Fund/CPF, Welfare Fund, Gratuity Fund and BPPF respectively (As per ToR).

Experience, Resources and
delivery capacity required : |
(1) The firm shall have at least Five (05) years of practicing experience in providing statutory audit service in Bangladesh.
(2) The firm shall have experience in conducting statutory external audits of at least three (3) large organizations preferably including State-Owned Entities (SOEs) and Autonomous Bodies within last (3) years.
(3) The interested firm shall provide information demonstrating its organizational and logistical capacity, including- Adequate office facilities and administrative support; Availability of computer hardware, licensed software, and audit tools; Availability of secure data management and communication systems; Sufficient professional and support staff to conduct the assignment efficiently and Capacity to deploy audit teams simultaneously at multiple locations, if required.

| Other details (if applicable) : |
(1) The entire process—from Request for Expression of Interest (REOI) to Request for Proposal (RFP) and final contract signing—will be executed digitally via the central e-GP Portal.
(2) Short-listing will be carried out in accordance with the Public Procurement Act, Public Procurement Rules and Standard REOI.
(3) Detailed TOR and RFP will be issued only to shortlisted firms.
