e-GP Tender Instructions & Guidelines for Tenderers

1. Any registered Bangladeshi tenderer (enlisted or non-enlisted) meeting the TDS qualification criteria may participate.
2. Complete all Section 5 Tender Forms with accurate information and supporting documents.
3. Do not upload unclear, unnecessary, or duplicate documents.
4. Submit complete details and calculations of all ongoing works and commitments under all PE organizations (hard copy and Excel soft copy as per Section 8 using the prescribed XLS template). The Work Order, Payment Certificate, and JV Agreement (if required) must be attached to Form ePW3-6A
5. Concealment or non-submission of ongoing works will result in non-eligibility and action for fraudulent practice.
6. Submit turnover and tender capacity calculation sheets (both scanned and soft copies).
7. If the quoted price is more than 10% above or below the APP estimated cost, submit item-wise rate analysis.
8. Submit evidence of ownership, lease, or hire agreements for required plants and equipment.
9. Fraudulent, corrupt, coercive, or collusive practices will result in debarment and legal action under PPA 2006 (Section 64) and PPR 2025 (Rules 118 & 149).
10. For JVCA credentials, submit the Joint Venture Agreement indicating each partner’s percentage share as per STD e-PW3 Formats.
11. Any false document, discrepancy, or false declaration regarding work name, value, completion date, or other information will render the tender non-responsive.
