The Tenderer/Consultant shall be a legally registered firm or company eligible to participate in public procurement in Bangladesh and shall comply with all applicable procurement laws and regulations. The Tenderer shall not be debarred or blacklisted by any competent authority. The Tenderer must demonstrate relevant experience, adequate financial capacity, technical expertise, qualified personnel, and sufficient resources to successfully complete the assignment. Joint Ventures/Consortia, where permitted, shall comply with the applicable procurement requirements.

1. Cyber Incident Reporting System (CIRS): Modernizes and extends multi-channel cyber incident intake (Web Progressive Web App, Native Android, and Native iOS), multi-tiered validation, geographic dispatch, agency escalation, automated BTRC hand-off, and AI/NLP-powered intelligence, fact-checking, and conversational chatbot layer.
2. National ICT & Cyber Security Rating System (NRS): Operationalizes a national maturity framework across public, private, and NGO sectors over four core pillars (IT & Information Security Governance, Infrastructure Management, Cybersecurity & Data Protection, and Digital Service & User Maturity) following the Register Assess Improve lifecycle. The NRS shall also include an AI-powered bilingual conversational chatbot to assist organizations, assessors, and authorized users with assessment procedures, evidence submission, control interpretation, gap analysis, remediation guidance, and system navigation.
 

1. 5 (Five) years of working Experience in the relevant field.
2. At least 1 successfully completed contract(s) of similar nature, completed within the last 3 years counting backward from the date of Publication of EOI, with a value of at least Tk. 20 Lac. [Work completion certificate will be treated as working experience]
3. Minimum average annual turnover of BDT 22 lac over the last 3 (three) years.
4. Audit Report of last 3 financial years including DVC number which will be verifyable online where applicable. 
5. Minimum liquid asset BDT 20 Lac. Adequate financial resources with Bank statement or specific amount balance certificate.
6. Adequate staffing and logistic capacities (relevant documents are required).
 

Interested Firms are hereby invited to submit EOI according to the Government prescribed format indicating that they are qualified to perform the services under details of experiences and required qualifications containing:

1.Company Profile(showing organizational identity and background),

2. e-TIN Certificate,

3. VAT Registration Certificate (BIN),

4.Up-to-date Trade license,

5. Up-to-date Income Tax Return Certificate and

6. NID Card of authorized person.
