Qualification and Experience requires for Firm

(1) The NGO/Firm must have experience in land related survey, Land Acquisition, Preparation and implementation of resettlement plan and ILRP including training in large-scale completed development projects preferably Transport Projects.
(2) The sole applicant NGO/Firm must be registered under the NGO Affairs Bureau or Joint Stock Company/Department of Social Welfare.
(3) The NGO/Firm shall have the experience in Land acquisition, RP implementation and ILRP in Bridge/Highway/Railway development Projects in the last 10 (ten) years in Bangladesh. Experience of working in Land Acquisition, RP implementation and ILRP under Bangladesh Railway or in any other government agency will get preference.
(4) The Applicant’s must have experience in Land acquisition and RP implementation financed by development partners (ADB/AIIB/WB/JICA/EIB or other renowned donors).
(5) The Applicant’s shall have adequate Physical Resources such as Office, working equipment, IT facility, logistical support & shall have adequate financial capability such as turnover, liquid asset etc.
(6) The NGO/Firm should have experience of developing automated land acquisition and resettlement management tracking system (LARMTS).

(C) Conditions

For participation in the short-listing process; Firm’s/NGO shall have to be submitted documentary evidences, along with the EOI in support of their qualification, experience and capability to demonstrate their effectiveness in resettlement plan & ILRP with training implementation in large project/projects/transport projects.
Individual Firms are being invited to submit their EOI for short-listing. JVCA shall not be allowed.
The EOI should specifically include but not limited to amongst others as reflected in the table below.

• Assist in collecting latest Mouza Maps, Parcha/Khatian.
• Close Liaison with Deputy Commissioner (DC) offices and PD/Project office to expedite the land acquisition and compensation process and assisting in demarking the Right of Way. If necessary, they will review and revise the LA Plan as per actual requirement.
• Arrange monthly and periodic co-ordination meeting through Project office involving the Representatives of the Executing Agencies/Departments and others concerned on a regular basis. Arrange Transport, Transport Fuel and provide other relevant support for the Joint Verification Survey.
• Conduct information and communication campaigns regarding land acquisition, required legal documentation and procedures also establish A2i.
• Assist PIU in maintaining record of land acquisition and keeping compensation and payment related records, Design and develop a Computerized Management Information System (CMIS) to manage data and generate reports as instructed by the Project Director.


 

1. Background information of the applicants like ground registration of the firm, age, area of expertise and organogram with key management along with brochure.
2. General and overall experience of the Applicants: Number of projects monitored/implemented by the applicant including provided information on project type, contract amount, inputs in person-month and employer's details.
3. Summary of experience of Applicants in the required area of expertise: Number of similar Resettlement Plan & ILRP implemented by the applicant with detailed information on assignment types, contract amount and inputs provided in p-m, key staff positions and employers.
4. Number of Affected Persons in resettlement plans & number of trainees in ILRP previously implemented by the Applicants.
5. Nature, size, employer, location and type of input for contracts in hand.
6. Summary of permanent professional employees with key qualifications and experience.
8. Audited Balanced Sheets of the Applicants for last three years.

. EOI Evaluation Criteria - EOI will be evaluated based on the requirements of EOI Notice and following indicative detail criteria mentioned in below Table-A.
