1. Legal/Financial Standing: Similar to tenderers, firms need valid legal documents. Individual consultants must be Bangladeshi nationals (unless specified otherwise) and are expected to have fulfilled their tax obligations.
2. Educational Qualifications: A relevant university degree (e.g., Bachelor's/Master's in Engineering, Finance, Economics, etc.) is usually a minimum requirement, often with preference for advanced degrees or professional certifications (like a post-graduate diploma in procurement or a CMC credential).
3. Professional Experience:
*General Experience: A minimum number of years of professional experience in a related field (e.g., 10 years of professional experience).
*Specific Experience: Proven working experience on similar assignments, often within government, donor-funded projects (e.g., World Bank, ADB), or specific industries like construction, IT, or PPP projects.
*Skills: Strong communication skills (English and Bengali), computer literacy (MS Office, e-GP systems), and the ability to work in multi-disciplinary teams are frequently required.
*Evaluation: Consultants are usually evaluated based on a points system for qualifications and an interview, as per the Public Procurement Rules, 2025

Following works will have done under the project:-
(i) To perform Digital survey of the stadium site at Dinajpur Stadium Complex.
(ii) To perform Sub-soil investigation of the project site.
(iii) Prepare of detailed Architectural design of above Dinajpur Stadium Complex.
(iv) Prepare of detailed Structural design of General gallery, Exiting Pavillion building, Indoor stadium and others works.
(v) Prepare of all type of interior decorations work.
(vi) To Perform Sanitary and plumbing layout plan.
(vii) To Perform Electrical layout plan.
(v) Part time site supervision during project execution.
 

The EOI will be evaluated on the basis of the following to prepare a short list and interested firm must provide the following information:

1) Background of the firm with brochure(s)

2) Experience of the firm

1. The Firm should have minimum 5 (five) years of experience in the field of Structural Design works with as per Brief Description.

2. The Firm should have Specific experience of having successfully completed contracts for structural Design & drawings of similar works of at least one Contract during the last 3 (three) years of similar complexity.

The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project data sheets, Completion Certificates & Contract Documents, work order of related works which should be included in the EOI.

3) Availability of appropriate Key staff, other stuff, logistic supports.

4) EOI should consist of updated Trade License, VAT registration certificates (13) digit), Income tax Certificates (up to 2024-25 tax year), JVCA agreement (if any). Key experts will not be evaluated at shortlisting stage.
