1. Only Specialized Government Entity as Recognized by MOF shall participate as per Outsourcing Policy 2025.

2. Tenderer must have valid and updated trade license, Taxation documents (e-return submission slip & TIN) and BIN certificates (13-Digit)
3. Updated License/ Registration Document as manpower provider firm issued by Department of Inspection for Factories and Establishments (DIFE) in compliance of Section 3Ka (1) of Bangladesh Labor Act 2006 or equivalent.
4. The minimum number of years of general experience of the Tenderer in contracting industries in public sector shall be 03 years. Year counting backwords from three years before the publication date. Acceptable Documents for proof are either business start date from trade license or end user certificate.
5. The minimum specific experience as Service Provider in providing supply of cleaners/manpower supply service in public sector under atleast 01 contract (Ongoing contracts shall be at least 70% completed) over a period of 3 years with a value of at least of Tk 7,30,000.00 counting backward from the date of publication of IFT in the newspaper. The specific experience will be prooved by end user certificate clearly mentioning name, date and price.
6. The required average annual turnover of the Tenderer under Public/Private sector shall be at least an amount of Tk 3,20,000.00 only over the last 03 fiscal years.
7. The minimum amount of financial resources of the tenderer in the form of credit line commitment is Tk 2,20,000.00 only from any scheduled bank.
8. Tenderer must follow the following guidelines- Outsourcing Policy, 2025: MOF.
9. Tenderer’s quoted commission shall not be less than 7%. If the Quoted commission is less than 7%, that bid shall be rejected.

3. All cleaning equipments and cleaning agent shall be provided by PE.

4. Service Duration: 01 December 2026 to 30 November 2027.

5. Service time: 6 days/week (08:00 am to 04:00 pm).

7. Area: Dormitories, Rest houses & Indoor sports complex, its washrooms, premises furniture and others (corridor, lobby, basin, dining, kitchen, common space, window glass, staircase etc.), weekly deep cleaning, monthly marathon cleaning etc. swipe & mopping of all floors etc. Other emergency cleaning services as and when required by the Procuring Entity (PE).

1. Service Provider shall submit a “List of Cleaning Personnel” including, CV, NID, Photo, Mobile Number, Bank Account Details/Mobile Banking Number at the time of signing the contract. Cleaning Personnel, not in the “List of Cleaning Personnel”, cannot be deployed for cleaning services.

2. List of Cleaning Personnel may be updated by both parties with valid reasons time to time. In that case, Service provider shall submit CV, NID, Photo, Mobile Number, Bank Account Number/Mobile Banking Number of the finally accepted and approved service personnels
