Information for Tenderer/Consultant :

Eligibility of Consultant :	1.The Consulting Firm shall be legally established and eligible to provide consulting service in accordance with the Public Procurement Act (PPA) 2006 and Public Procurement Rules (PPR) 2025. 2. The Consulting Firm shall not be under suspension/debarment by the Government of Bagladesh. 3. The Consulting Firm shall have fulfilled its obligations to pay taxes and social security contributions under the provisions of laws and regulations of the country of its origin. 4.The Consulting Firm shall have relevent experience and technical capacity to perform the assignment as specified in the Terms of Reference (TOR).
Brief Description of assignment :	Request for Expression of Interest (REoI) for Selection of Consulting Firm (National) for preparation of Feasibility study report and Conducting Environmental Study for proposed Maheshkhali/Matarbari-Feni Gas Transmission Pipeline Project.
Experience, Resources and delivery capacity required :	The applicant should have the minimum following experience: • The Consulting firm must have 10 (Ten) years overall experience in Consultancy service. • The Consulting firm must have at least 08 (Eight) years’ experience with minimum 3 (three) successful completions of preparing Feasibility study report of gas Infrastructure and/or similar other projects (Roads/Railways/Power Transmission Grid/River or Waterway Embankments) • The Consulting firm must have at least 08 (Eight) years’ experience with minimum 3 (three) successful completions of Conducting Environmental Study (IEE/EIA) of gas Infrastructure and/or similar other projects (Roads/Railways/Power Transmission Grid/River or Waterway Embankments) and, • Submit evidence of experiences, continuing capability and adequacy of resources to carry out the service effectively. • Financial Capacity.
Other details (if applicable) :	The Expression of Interest must comprise the followings: • Covering letter; • Company profile, copy of Incorporation/Registration, Trade License Certificate, Brochure summarizing the available facilities to prepare Feasibility study report & to conduct Environmental Study; • Experience details as mentioned above; • Bank solvency certificate; • Availability of appropriate in-house skilled staffs list of relevant professional, their qualification and experience; • Copy of Audit report (Yearly Turnover) for the last 3 (Three) years. Only shortlisted Consulting Firms will be called to participate in the Request for Proposal (RFP). Interested Consulting Firms are invited to submit their Expression of Interest (EoI) electronically through the e-GP System in accordance with the instructions provided in the REoI document. The EoI must be submitted on or before the specified closing date and time as mentioned in the e-GP System. EoIs submitted after the deadline will not be accepted by the system. Submission of EoIs through e-mail, fax, or any other means outside the e-GP System shall not be considered.
