D A-1 on 01.08.2016 ( 17 Srabon 1423) , of which according to the cluase no. 07 & sub-cluase no.03 "For Open Tender Method (OTM) for procurement of works Tenderer will be considered as non-responsive if the quated rate is 10% more or less than the official cost estimates". On the other hand according to sub-cluase no.04 of cluase no.07, "If the quated rate of all Tenderers are found equal, then reponsive Tendrer will be selected as per rule, but not through Lottery".
