• This Invitation for Tenders is open to all potential Tenderers from all countries eligible under the Development Partners, that is all countries, except Israel. • A Tenderer may be a physical or juridical individual or body of individuals, or company, association or any combination of them in the form of a Joint Venture, Consortium or Association (JVCA) . • A Government-owned enterprise in Bangladesh may also participate in the Tender if it is legally and financially autonomous, • The Tenderer shall have the legal capacity to enter into the Contract. • Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a consultant or any of its affiliates which have been engaged by the Procuring Entity. • The Tenderer shall not be insolvent, be in receivership, be bankrupt, be in the process of bankruptcy, be not temporarily barred. • The Tenderer shall have fulfilled its obligations to pay taxes and social security contributions under the provisions of laws and regulations of the country of its origin. • Tenderers shall provide such evidence of their continued eligibility satisfactory to the Procuring Entity,
