a) Contractors who are registered on e-GP web portal and fulfill the qualification criteria stated in the tender document. b) Any individual (s) firm who fulfill the qualifications of the criteria stipulated in the tender data sheet (TDS) and other conditions of the Tender Document for Open Tendering Method (OTM). c) "Detail Breakdown of the Unit Rates or Prices quoted by the tenderer should be submitted with the tender". ( BWDB template attached with the tender document). d) The minimum amount of Liquid Assets or working capital or credit facilities of the Tender shall be Tk. 40.00 Lac. Liquid Assets format shall be as follows: i) For line of Credit from any scheduled Bank of Bangladesh all the bidders must submit an unconditional assurance certificate following the standard format (Form PW2a-3) without alteration. Otherwise Tender will not be considered as responsive. Form PW2a-3 has been attached in Section 7(General Specification). OR ii) For free funds/liquid assets as Cash the tenderer shall submit bank statement (statement date shall be in between tender publishing and opening) and minimum closing balance shall be as stated above. Any other format will not be considered as liquid asset except as stated above. e) The Provisions laid down in the " Public Procurement Regulation 2008 " (Ammended-2009) for procurement of works will be binding upon the contractors. f) The work may be totally dropped, Quantity may be increased or decreased; No claim or extra rate will be entertained against cancellation of the tender or issuance of work order with decreased quantity of work. g) Payment will be made subject to the availability of fund. No claim of extra payment will be entertained for delay of payment. Â
