As per TDS and PPR-2008(with its all amendments).
1. The Recent amendment of PPA-2006 vide act No. 37 published vide Bangladesh Gazette registered No. D A-1 0n 1 August, 2016 (17 Srabon 1423) of which according to the clause no.7 & Sub Clause no.3 For Open Tender Method(OTM) for Procurement of Works Tenderer Will be considered as Non-Responsive if the quoted rate of the Tenderer is more than 10% less or above than the Official cost estimate which will be calculated through e-GP system (TER-3). On the other hand according to the sub clause no.4 of clause no.07, it the quoted rate of all Responsive Tenderers are found equal, then winner responsive Tenderer will be selected as per PPA, 2006 and PPR, 2008 but not through Lottery. 2.10% deviation of the quoted price than official approved estimated cost will be calculated through e-GP System which will be shown in TER-3 as percentage and for equal quoted price of multiple Tenderer the recent amendment of PPR-2008 vide SRO no. 345-ACT/2016 dated 21.11.2016 and published vide Bangladesh registered no. D A-1 on 24.11.2016( 7 Agrahayon, 1423) will be followed, of which according to the clause no. 22 and sub-clause no.2ka Tenderer has to submit the required document (See Section 7 of Document) mentioned in that clause for evaluation and if found any hide or forgery of that required document Tenderer will be treated as Non-Responsive. Submitted/Uploaded work experience certificate Without containing PE's name, work Order amount, completed amount, completion date, official ref no. /memo, e-mail (if any) exp. certificate will be disregarded for evaluation process. For liquid asset,Tenderer must submit Bank statement within publishing date to closing date of tender and for credit facility as per prescribed format of credit line( PW3-7 )otherwise the tender would be considered as non-responsive.
