The inspections and tests shall be:
a) The Procuring Entity or it's representative or agent shall have the right to inspect the Tenderer's Press(es) and/or warehouse(s) to see storage condition and the quality of paper, progress and quality of printing and binding and also the delivery of the textbooks upto the destination.
b) During inspection if it is found that the quality of paper, printing and binding are not being done as per the specifications, the inspectors shall direct the Tenderer to make necessary correction or modifications. The Tenderer shall extend all assistances and co-operation during the time of inspection of the press (es) and warehouse(s).
c) After completing printing and binding of each subject of a lot respected Monitoring Officer will randomly collect 5 copies of complete books with sign and seal of the printing press and the Monitoring Officer. The collected books will be submitted to Editing Section for Error Realization Certificate (ERC) by the Monitoring Officer.
d) Any printed/delivered books rejected or declared defective by Error Realization Certificate (ERC) or PDI/PLI at any time of contract validity period will be considered as undelivered. In this case no payment will be made for undelivered goods as well as Liquidated Damages will be applicable till contract period.
e) In PLI or warranty period if defective books are not replaced by the supplier then the calimed quantity will be considered as undelivered. In this case payment will be deducted from remaining bill to NCTB for undelivered goods and Liquidated Damages will be applicable till contract period.
The Inspections and tests shall be: The inspection agent (IA), as appointed by NCTB will carry out all inspections/tests at different stages. Inspection and test and its process will be as follows:
Stage of Inspection
(1) Pre-printing paper check: The tenderer should provide quality certificate from paper manufacturers, confirming technical specifications. The printer/supplier shall apply for testing of printing paper to the inspection agent with a copy to Member (Textbook), NCTB. The printer will go for printing of the assigned books only after having the approved test report of IA appointed by NCTB.
(a) At the time of submitting the application of paper test to IA, the tenderer must have to provide offer wise paper manufacturers quantity and technical specifications certificate. In the certificate the quantity of paper should not more or less than the quantity mentioned in the application.
(b) If the offered quantity does not match with the manufacturers certificate and is being rejected, in that case the IA will mark red color rejection seal approved by NCTB on each rejected paper reels (it will be also applicable for cover and 120 GSM craft paper 13.5 inch x 11.25 inch.
 (c) The printer must have to remove the rejected printing/cover/craft paper from the printing premises or Warehouse within 48 (forty eight) hours at the presence of the representative of IA.
(2) Printing/delivery of these acceptance:
Stage -1: Test of paper (Pre-binding): The IA will collect samples, carryout tests of papers from IA’s own laboratory. Tenderer will ensure that the quality of the paper matches with the agreed technical specifications. NCTB will facilitate and ensure the access of the IA to the printing materials including paper and other materials. Tenderer shall allow the IA to all printing materials, machineries and product at any time and as many times as required for applying the task of test under this procurement process for adhering the contractual obligation of IA with NCTB.
Stage -2: Test of Textbooks (Pre-shipment/Pre-delivery inspection):
(a) At the time of submitting the application of Pre-delivery inspection to IA, the tenderer must have to ensure the equality between offered quantity and available quantity of Textbooks.
(b) If the Textbooks does not matches with the technical specification and is being rejected, in that case the IA will mark red color rejection seal approved by NCTB on each rejected Textbooks /bundle of Textbooks. Finally all the rejected textbooks /bundle of textbooks must be destroyed with the presence of IA and Monitoring officer of NCTB.
IA will inspect textbooks furnished by the tenderer to NCTB. IA has right to collect additional textbooks from printers warehouse. The test report of IA will depend on either furnished sample by the Tenderer or collected copies from printing house by the inspection agent randomly by themselves.
Sample size-At least 20 textbooks per contract/lot (may be in two steps for partial delivery). Quality check covers quality, quantity, packing, marking, loading etc. in line with the contract specifications.
Post landing inspection (PLI):
Stage -3: Test of Textbooks-(Post landing inspection): The IA will conduct quality inspection in district and upzila level, covering quality, quantity, marking storage etc. in line with the contract specifications. IA will inspect textbooks furnished by the supplier/printer to NCTB IA has right to collect additional Textbooks from district/Upzila/Thana. The test report of the IA will depend on either furnished samples by the supplier/printer or collected copies from by the inspection agent randomly by themselves.
Sample size-At least 20 textbooks per contract (may be in two steps for partial delivery).
Stage -4: (Final acceptance): (i) After completion 100% book delivery by printer/supplier the IA will collect specimens of textbooks from every district/upzila/Thana through its own sources and carry out tests from Govt. laboratory like BCSIR or BSTI to ensure that the quality of paper matches with the agreed technical specifications. Sample size - At least 20 textbooks per contract and per division/district.
Inspection agent will prepare PLI report and that will be considered as final report. Defective books mentioned in PLI shall be replaced in time. Inspection agent will quantify the defective or quality textbooks
If the tenders fails to supply 100% Textbooks within the contract period and for that reason PLI is not completed within the stipulated time, in that case for the further PLI arranged, Inspection cost will be paid by the supplier/printers which will be equal of the Inspection Agent’s expenditure for that additional inspection.

The minimum of years of general experience of the Tenderer in the supply of Goods and related services as Supplier shall be 01 (one) years.

For each tender, tenderer must individually have the minimum specific experience as Supplier in supply of similar Goods [Printing, Binding & Supplying of Books] of at least 02 (two) contracts successfully completed participating any tender within the last 05 (five) years, each with a value of at least Tk. 5000000.[Years counting backward from the date of publication of IFT in the newspaper.].

For the proof of valid experience certificate tenderer must submit the following documents:
i) Tenderer must provide VAT (if applicable) and Income Tax (IT) certificate with chalan payment certificate for that amount mentioned in experience certificate. Last experience certificate from NCTB must be submitted.
ii) In case of NCTB related Experience Certificate: VAT or Income Tax certificate/chalan submission is not required.
iii) In case of NCTB related Last Specific Experience Certificate submission: NoA Copy is acceptable, NCTB will verify NoA/Experience Certificate whether the contract was successfully completed or not. If not it will not be considered as valid Specific Experience Certificate.
iv) In case of experience of other Govt. /Non. Govt. organization tenderer must submit valid VAT (if applicable) and Income Tax Certificate against the submitted Specific Experience Certificate.
 
If a tenderer is responsive for more than one tender under this HOPE, then tenderer must comply individual specific experience certificate for each tender. In this case if less specific experience found TEC will consider as non-responsive for insufficient specific experience.
The minimum supply and/or production capacity of Goods is/ are:
1. The Tenderer must have own sufficient machineries for Cover and Text printing, machineries
for perfect/Auto/Glue binding and UV laminating machine to execute the contract. No contractual printing machines will be considered.
2. A Printing Unit shall have a set of printing machineries along with all equipment (binding, UV lamination, cutting, bundling, etc machines) to furnish a set of complete books in the same premises of minimum 1000 sqft. Multiple Printing Units are acceptable considering the mentioned criteria. Minimum one bi-color or higher and one UV machine is allowed for multiple lots or units. Address of all Printing Units must be mentioned in the tender and the printing and binding works must be done in that/those premises. Within the contract period Supplier/Manufacturer must not use this place for any other printing works.
3. Physical facilities of the Tenderer shall be inspected by the TEC or NCTB's inspection Committee. At post evaluation, tenderer must have to show each printing/binding machine running accordingly with a sample printing and binding. Number of tenders to be awarded as per the capacity of the Tenderers.

4. Last performance report of the tenderer will be prepared by NCTB and it will be supplied to TEC. TEC will consider the performance report at the time of tender evaluation. Subject to satisfaction TEC has right to consider as Non-responsive or reduce the production capacity of particular tenderer.

5. The minimum production capacity of printing and Auto binding machine of textbook shall be 100% in quantity of goods of proposed contract within 60 (Sixty) days and it will be verified before final evaluation. Production Capacity of the Machinery is mentioned below. Printing and Binding Capacity Determination:
a. For smooth production (printing, binding and supplying activities) in primary and secondary level textbooks, the production capacity of the machineries of the tenderer shall be aggregately calculated by the concern TEC under the hope of NCTB. At the time of tender evaluation occupied machines (by the concern TEC) shall not be considered for another tender under the hope of NCTB. Unoccupied production capacity will be supplied to TEC by PE under same HOPE for tender evaluation.
b. Production Capacity of Machinery which may be disrupted by power (electricity) outage/shortage. The Production Capacity (including cover and text part) of the Machinery per day: (i) Web Machine [only 20”x 30” machine size will be considered] with capacity of 400 Rims (ii) Sheet Machine 70 Rims, Four Color Sheet Machine 80, and so on. Only for printing covers single or bi-color sheet machines are acceptable.
c. Binding Capacity of Machine depends on clam which may also be disrupted by power (electricity) outage/shortage. The Binding Machine of single clam should have capacity of binding 2500 Books per day. A Tenderer without having adequate capacity for printing and binding will not be considered as qualified.

Production Capacity of the Machinery is mentioned below. Printing and Binding Capacity Determination:
a. For smooth production (printing, binding and supplying activities) in primary and secondary level textbooks, the production capacity of the machineries of the tenderer shall be aggregately calculated by the concern TEC under the hope of NCTB. At the time of tender evaluation occupied machines (by the concern TEC) shall not be considered for another tender under the hope of NCTB. Unoccupied production capacity will be supplied to TEC by PE under same HOPE for tender evaluation.
b. Production Capacity of Machinery which may be disrupted by power (electricity) outage/shortage. The Production Capacity (including cover and text part) of the Machinery per day: (i) Web Machine [only 20”x 30” machine size will be considered] with capacity of 400 Rims (ii) Sheet Machine 70 Rims, Four Color Sheet Machine 80, and so on. Only for printing covers single or bi-color sheet machines are acceptable.
c. Binding Capacity of Machine depends on clam which may also be disrupted by power (electricity) outage/shortage. The Binding Machine of single clam should have capacity of binding 2500 Books per day. A Tenderer without having adequate capacity for printing and binding will not be considered as qualified.
d. Printing Machine attached with UV lamination machine will not be considered for capacity calculation.

N.B.: Joint Venture (JV) is not allowed.

Both side four color cover printing shall be done for all textbook.

All four color books contents page will be 80 GSM as specified in in technical specification [section 7]

Within first 60 days supplier must deliver 50% of the total deliverable of the contract products and rest 50% of the total deliverable of the contract products shall be delivered with in rest 38 days.
If supplier fails to deliver first 50% within specified scheduled time, it will be treated as undelivered goods and Liquidated Damages will be applicable. In such case PE has the right to terminate the contract.

If a supplier is awarded for multiple tenders, supplier must comply each tender delivery schedule individually. If supplies daily production is not satisfactory within the contract period. PE has the right to terminate the contract immediately. For this type of non-performing activity PE has the right to forfeit the PG

The minimum of years of general experience of the Tenderer in the supply of Goods and related services as Supplier shall be 01 (one) years.

For each tender, tenderer must individually have the minimum specific experience as Supplier in supply of similar Goods [Printing, Binding & Supplying of Books] of at least 02 (two) contracts successfully completed participating any tender within the last 05 (five) years, each with a value of at least Tk. 5000000
If a tenderer is responsive for more than one tender under this HOPE, then tenderer must comply individual specific experience certificate for each tender. In this case if less specific experience found TEC will consider as non-responsive for insufficient specific experience.
The minimum supply and/or production capacity of Goods is/ are:
1. The Tenderer must have own sufficient machineries for Cover and Text printing, machineries
for perfect/Auto/Glue binding and UV laminating machine to execute the contract. No contractual printing machines will be considered.
2. A Printing Unit shall have a set of printing machineries along with all equipment (binding, UV lamination, cutting, bundling, etc machines) to furnish a set of complete books in the same premises of minimum 1000 sqft. Multiple Printing Units are acceptable considering the mentioned criteria. Minimum one bi-color or higher and one UV machine is allowed for multiple lots or units. Address of all Printing Units must be mentioned in the tender and the printing and binding works must be done in that/those premises. Within the contract period Supplier/Manufacturer must not use this place for any other printing works.
3. Physical facilities of the Tenderer shall be inspected by the TEC or NCTB's inspection Committee. At post evaluation, tenderer must have to show each printing/binding machine running accordingly with a sample printing and binding. Number of tenders to be awarded as per the capacity of the Tenderers.

4. Last performance report of the tenderer will be prepared by NCTB and it will be supplied to TEC. TEC will consider the performance report at the time of tender evaluation. Subject to satisfaction TEC has right to consider as Non-responsive or reduce the production capacity of particular tenderer.

5. The minimum production capacity of printing and Auto binding machine of textbook shall be 100% in quantity of goods of proposed contract within 60 (Sixty) days and it will be verified before final evaluation.
